  1. A Russian man has become the latest victim of the island’s rip currents prevalent at this time of year. The Phuket News reports that the 34 year old tourist drowned at Bang Tao Beach yesterday. It’s understood he arrived on the island last Saturday, September 23. His name is being withheld until next-of-kin have been informed. According to the report, the man was one of 3 people caught in a strong rip current about 200 metres from shore. Lifeguards dispatched a jet-ski and were able to rescue two of the swimmers, but the Russian man was already face down and unconscious in the water. Lifeguards rushed him to shore and administered CPR but failed to revive him. He was then transferred to Thalang Hospital, with CPR efforts continuing en route. However, the man was formally pronounced dead shortly after. Lui Jian, 34, was nabbed while playing cards with five other Chinese nationals in the Bo Win sub-district. Jian was wanted for an alleged armed robbery, which transpired in Bangkok’s Huai Khwang district last Friday, September 22nd. Pol Maj Gen Teeradet Thamsuri, commander of the Investigation Division of the Metropolitan Police Bureau, explained that Jian and five other Chinese men snuck into a house in the Kesinee Ville housing estate in the Sam Sen Nok area of Huai Khwang, which was occupied by three other Chinese people. The mishap was reported to the Bo Win Police Station in Chonburi province. It occurred at the intersection of Route 331 in the Bo Win sub-district. When the authorities arrived at the scene, they found three vehicles involved in the collision: A 6-wheel water truck, which had collided with the rear of a gray Isuzu pickup truck, and another gray Nissan pickup truck. All three vehicles blocked the lanes on the road. There were two people who had been injured including the driver of the water truck named Mr. Phithak Intha, 40, and another unidentified person.   7. A Chinese man and a Taiwanese man have been arrested in Pattaya for allegedly attempting to steal information from other people’s ATM cards. Investigators from the Pattaya Police Station and Royal Thai Immigration raided a room on the sixth floor of a hotel (name withheld) on Soi Bungalow 999, Naklua sub-district, Banglamung district, Chonburi province, on September 28th. They arrested two foreign men named Zhang Qiyu, a 28-year-old of Chinese nationality, and Chiu Yung-Sheng, a 41-year-old of Taiwanese nationality. The two suspects were apprehended under suspicion of attempting to steal other people’s ATM cards information with a skimmer. According to the arresting police, they were informed by a bank in Pattaya that the bank’s maintenance team had discovered a skimming device attached to an ATM machine at the entrance of Pattaya Walking Street on September 25th. This led Pattaya Police to review CCTV footage of the ATM machine, in which they found two suspicious men seemingly compromising the machine. First Deputy House Speaker Padipat Suntiphada accepted these proposals. The first draft, known as the Marriage Equality Bill, seeks to amend Section 1448 of the Civil and Commercial Code. Currently, this section restricts marriage to heterosexual couples only. The proposed change would extend the right to marry to any couple, irrespective of their gender. The second draft, titled "Gender Identity, Gender Expression, and Sexuality," advocates for official certificates to recognize an individual’s self-identified gender. The third draft, meanwhile, addresses an amendment to the 1996 Prevention and Suppression of Prostitution Act. It aims to redefine sex workers as legal professionals entitled to equal rights and the freedom to work without discrimination. All three bills share a common objective: ensuring sexual equality and fostering acceptance and equal treatment for individuals, regardless of their gender, sexual identity, or profession. Parliament is urged to give serious consideration to these drafts, as they represent an opportunity to provide equality and justice to all members of society. The previous Parliament failed to pass similar legislation, highlighting the urgency of addressing these issues. Padipat assured the representatives that Parliament would carefully review the drafts and schedule a public hearing session at the earliest opportunity. BANGKOK (NNT) - The Commerce Ministry has reported that Thailand and the United Arab Emirates (UAE) are nearing the conclusion of their free trade agreement (FTA) negotiations, with approximately 80% of the discussions already completed. It is anticipated that both countries will finalize the FTA by the end of this year. During the fourth round of Thai-UAE FTA negotiations in Bangkok on September 26-28, 2023, Commerce Minister Phumtham Wechayachai stated that he discussed various issues with UAE Minister of State for Foreign Trade Thani bin Ahmed Al Zeyoudi. As a result, both sides have reached agreements in various areas such as food, agricultural products, air conditioners, and car components. He added that the talks are about eighty percent complete and that both sides plan to conclude discussions by the end of 2023. Department of Trade Negotiations Director-General Auramon Supthaweethum disclosed that the fourth round of talks involves discussions on five major areas which are trade in goods, trade remedies, legal and institutional matters, rules of origin, and trade in services and digital trade. Preliminary conclusions were reached for some panel discussions, such as customs procedures, intellectual property rights, investments, and other areas. The Thai-UAE FTA, if finalized, could boost Thai GDP by 318-357 million US dollars and exports by 190-243 million dollars. The Transit and Reception Centre for Victims of Trafficking and Other Vulnerable Groups, located in Poipet city, Banteay Meanchey province, was built with financial support from the Thai government. Em Chan Makara, spokesman for the Ministry of Social Affairs, Veterans and Youth Rehabilitation, said Thursday that the construction of the centre began in August last year and was completed last month. The centre was built with the help of the Thai government at a cost of US$2,199,920.
