The announcement followed a board meeting presided over by Dr. Cholnan Srikaew, Minister of Public Health. The newly approved budget for the NHSO stands at 221 billion baht, up by 17 billion baht from the previous year. This allocation aims to support the enhanced "30 Baht Plus" policy to provide comprehensive public healthcare. Under the new plan, services will extend to include at-home doctor appointments, online queuing, telemedicine, community-based blood testing, and the use of a single national ID card for free healthcare services nationwide. Also on the agenda are initiatives to lighten the workload for medical staff by enabling citizens to choose their preferred doctors and healthcare facilities. Furthermore, the age limit for complimentary cervical cancer vaccination services will expand from 11 to 20 years. Mental health care facilities will be more accessible to residents, aligning with the Ministry of Public Health’s 10 key policies. Deputy Government Spokesperson Karom Phonphonklang stated that the government emphasizes lawful and just action against powerful figures, safeguarding civil liberties, and protecting the public from such figures who use their power in an unlawful way. These actions are aimed at maintaining social, economic, and political stability. The Prime Minister outlined three key directives for the 2024 fiscal year, which include: 1. Proper management of powerful figures 2. Rewarding whistleblowers 3. Protecting witnesses Karom further stated that Deputy Prime Minister and Minister of Interior Anutin Charnvirakul has instructed officials to maintain social order by clamping down on influential groups misusing their power. A focus has also been placed on streamlining administrative operations and prioritizing public safety. He urges provincial administrators to swiftly take action against community leaders who intimidate or harm citizens and break the law. The latest data reveals that approximately 600-700 individuals are on the Interior Ministry’s list of influential figures. A meeting is scheduled for October 3rd to discuss further actions. The government identifies 16 types of activities that qualify an individual as an influential figure. These range from unauthorized money lending to being involved in drug-related activities. Karom urges the public to report any such activities to the authorities through various hotlines, including 1195 and 1599, as well as to local "Damrontham" centers nationwide. Pheu Thai’s party-list MP Adisorn Piengkes said today (Monday) he and other MPs will propose an urgent motion to the House of Representatives, questioning the suitability of Padipat Suntiphada to remain as deputy House speaker. The veteran MP, who is also the government’s chief whip,said that he and Chousak Sirinil, another party-list MP and legal advisor to the Pheu Thai party, have agreed that the “expulsion” of Padipat from the Move Forward party last week was not in accordance the party’s regulations. The party’s regulations clearly state that a member can only be expelled if they have committed a gross disciplinary or ethical violation or committed a serious wrongdoing.   12. A uniquely sociable freshwater catfish, known for its fondness for human interaction, has attracted widespread attention and concern for its well-being. Fish lover Denchai Lueklek shared the extraordinary behaviour of the catfish on his Facebook account. On September 27, news correspondents visited Denchai’s residence in the Sai Thai sub-district, Krabi, to witness the catfish’s behaviour first-hand. The 50 year old owns a large freshwater pond located 1 kilometre away from his house. Upon coaxing the catfish, it swam towards Denchai in a friendly manner, circling the pond’s edge. This behaviour starkly contrasted with the other fish in the pond, which showed signs of fear and kept their distance. The pond, approximately 1 acre in size, was originally a 30 year old disused rice paddy. Denchai had transformed it into a model farm pond during the Covid-19 pandemic and stocked it with tilapia. The catfish, however, was a natural inhabitant of the pond. Lueklek noticed that this particular catfish would always watch him and swim towards him whenever he was near the pond.   13. During the early hours of today, a drunk passenger attacked a taxi driver, leading to a collision with an electricity pole in Samut Prakan province. The incident occurred on Thepparat Road, Bang Kaew district, where the intoxicated passenger was found unconscious with blood seeping from his ear. On arrival at the scene, police and rescue workers from Bang Kaew Police Station and Por Tek Tueng Foundation found an unconscious man on the road. He was immediately given first aid, however, due to severe injuries, an ambulance from a nearby hospital was called to assist. The victim was then transferred for treatment at Sirindhorn Hospital. The drunk passenger attack scene contained a pink taxi, which had collided and damaged an electricity pole. The 42 year old driver, Phongsakorn (surname withheld), was present, awaiting police questioning. According to Phongsakorn, the passenger, hailing from Suvarnabhumi Canal Road, had signalled the taxi. But, during the ride, the passenger, who was visibly drunk and mumbling to himself, raised concerns for his safety. Phongsakorn’s wife, Pornpan, who was also driving a taxi, had happened upon the passenger. Feeling threatened due to the passenger’s intoxicated state and her being alone, she called Phongsakorn to take over the ride from her. They had agreed to switch passengers at Talad Rueabin market. After alighting from the exquisite vehicle, he lays out a cloth on the ground and sets up his vegetable stall. Once all the greens are sold, he packs up and drives off in his Audi A4. Reports have identified the man as Sujit, a farmer with over a decade of experience in the agriculture industry. He has been honoured with numerous awards in the sector, including three state-level accolades. Additionally, he owns a farm that produces a variety of organic vegetables. Since the video of the Thai farmer’s luxury car was shared on Instagram, it has accrued an impressive 8.7 million views and counting, with many expressing astonishment at witnessing the giant of agriculture at work, Sanook reported.   18. Tragedy struck over the weekend, as a Thai woman lost her life in a fatal accident near Suvarnabhumi International Airport in Samut Prakarn province, just outside Bangkok. The incident occurred on Motorway No. 9 when a container dislodged from a truck, striking the taxi in which the woman and another man were passengers. Security cameras positioned along the motorway captured the harrowing sequence of events on Saturday, September 30. It revealed that a truck, transporting a container, had veered out of control, heading perilously towards a traffic bunker situated in the middle of the road. In a desperate attempt to avoid colliding with the bunker, the truck driver swerved abruptly, causing the container to lose its balance and ultimately tumble onto the opposite side of the road. Tragically, this turn of events led to the fatal accident that claimed the life of the Thai woman. Regrettably, the taxi had no opportunity to evade the plummeting container and collided with it. The taxi driver was seriously injured and trapped in the wreckage. A 45 year old Thai man suffered a head injury while a 40 year old Thai woman fell from the car and died at the scene.   20. A 29 year old Thai pervert has been arrested in Bangkok for illicitly upskirt filming unsuspecting women. The arrest follows a warrant issued by the South Bangkok Criminal Court on September 15. The Thai pervert and upskirt offender, Thitisan, also known as Title, who allegedly comes from a wealthy family and holds a degree from a prestigious university, confessed to the crimes, citing his interest in voyeuristic pornography and a desire for a challenge during his unemployment period as reasons behind his actions. Thitisan was apprehended on October 1, in the Thung Song Hong sub-district of the Lak Si District in Bangkok. His arrest followed multiple reports from victims who had been filmed without their consent in various shopping malls and on pedestrian bridges. The authorities seized a mobile phone and a computer during the arrest, which contained more than 873 illicit clips from the Thai pervert, featuring over 430 victims, including 160 schoolgirls. Thitisan’s statement reveals that he had been engaged in such activities for over seven years, intermittently, targeting young women wearing skirts. His preferred locations were shopping malls, stationery shops, and escalators, where he found it easier to commit the offence unnoticed. Despite the presence of CCTV cameras, he expressed confidence in his ability to commit the crime without detection.
