Tropical storm Noru is expected to arrive over Thailand’s north-eastern provinces of Ubon Ratchathani and Amnat Charoen at about 10pm tonight (Wednesday), bringing heavy rain to 14 provinces, according to an updated weather report from the Thai Meteorological Department. Thanasith Iamananchai, deputy director-general of the department, said this morning that Noru is moving west, towards the Vietnam-Laos border, and was located about 200km from Khemarat district of Ubon Ratchathani this morning. He said the storm is expected to begin weakening to a tropical depression as it enters Ubon Ratchathani and Amnat Charoen provinces. The rising level of the Mun River, in Thailand’s north-eastern province of Ubon Ratchathani following heavy rain last night, has forced provincial officials to replace their preventive plans with those for evacuation, in anticipation of more heavy rain when Tropical Storm Noru hits the province tonight. This morning (Wednesday), the water level in the river had risen by about 13cm from yesterday and has started to emerge through drainage system in the municipal area of Muang district. The Catholic community, which is located in a low-lying area, is experiencing flooding from water rising out of the drainage system. BANGKOK, Sept 27 (TNA) – The Civil Court acquitted Gen Prayut Chan-o-cha and others in the case in which they were accused of illegally declaring a state of emergency to crack down on political demonstrations. The Civil Court announced its ruling on the case that seven activists and students filed against Prime Minister Prayut, Deputy Prime Minister Prawit Wongsuwon, national police chief Pol Gen Suwat Jangyodsuk, the Prime Minister’s Office, the Royal Thai Police Office and the Ministry of Finance. The plaintiffs including students from Mahanakorn University of Technology, Chulalongkorn University and Thammasat University complained against the imposition of a state of emergency in Bangkok on Oct 15-22, 2020. Dr. Nopporn Cheanklin, director of the PHRI, said today (Tuesday) that the Anti-COVID nasal spray, trade-name “Vaill CoviTRAP”, has already been approved by the Thai Food and Drug Administration. He explained that the spray is capable of preventing coronavirus from attaching to the internal surfaces of the nasal cavity, thanks to the coating substance Hydroxypropyl Methyl Cellulose (HPMC) it contains, which reduces the viral load in the cavity.   14. A group of alleged foreign “gangsters” was wanted by Samui Police on Monday, September 26th, after reportedly threatening and extorting a Russian man for crypto currency. The officials began investigation following complaints of a Russian couple, Evgenii and Ekaterna, who claimed that they were approached and threatened by a group of six Russian, German, and Kazakh nationals while they were at a coffee shop on September 15th. According to their statements, an alleged German suspect began to talk and make friends with Evgenii before threatening him to transfer three million USD in cryptocurrency, or about 112 million baht. However, Evgenii only had 58,000 USD cryptocurrency, so he, who was reportedly surrounded with the group of alleged gangsters, transferred 50,000 USD to the suspect, equivalent to 1.878 million baht.   16. PHOTO: TMN Cable TV Pattaya A pickup truck reportedly slipped on a wet road and crashed into a power pole in Chonburi during a downpour on Monday, September 27th. The truck driver, Patpong Thongmee (31), was aided by Ban Bueng rescue services yesterday afternoon on the Nong Chak – Phanat Nikhom road in the Ban Bueng district of Chonburi. He was found inside his bronze Mitsubishi pickup truck with a crumpled bumper, sustaining a shoulder injury. Rescue workers had to force open a car door because it was jammed before they transported the victim to Ban Bueng Hospital. A long brake trail was also discovered at the accident scene.   18. A skinned crocodile was found dead on Pha Daeng Beach in Sri Racha. The carcass was more than one meter long. It was discovered by a local in the Surasak subdistrict of Sri Racha at 4:30 PM on September 24th after it had been washed ashore on Pha Daeng Beach. The crocodile was skinned from its neck to the tip of its tail. The local, who asked The Pattaya News not to reveal his name, said that the crocodile might have been dead for three days. “Whoever skinned it did not want the body and threw it in the sea,” the local told The Pattaya News.
