Perhaps just a few million of that could go towards a taxi terminal where the drivers have to queue and use meters. Also include a terminal for Grab. Suvarnabhumi taxi area has improved a lot over the last few years, so they should look at Bangkok and copy that model.

This unfinished condo can't be demolished with explosives. It requires a top down demolition, which will be very delicate due to how close it is to surrounding buildings. There are no Thai engineering companies that have the expertise. It would have to be Japanese. The cost will be millions of dollars. The developer certainly will not be willing to foot the bill and neither will the government. There are no laws to reclaim abandoned or unfinished buildings if the owner is known.
In the mean time, the building is a safety hazard that is slowly crumbling. A few strong storms and chunks of concrete will begin flying off. As usual with Thais, nobody will accept responsibility. Meanwhile, part of one of the country's main tourist destinations continues to look like the remnants of an town in Gaza.

I have every confidence that Thais will follow the rules and avoid working illegally in restaurants and massage parlors. Their relatives will definitely declare any income sourced from abroad and pay the statutory tax rates.

AirAsia or Lion Air round trip = 2,000 Baht
Most of the people who choose to use Thai Air are older nationalistic Thais who have a misguided patriotic loyalty to their flag carrier. More fool them.

Thais are a funny breed. Complain about their flag carrier's appalling service and outright corruption. But refuse to hire a foreign management team with executive level aviation industry to reform the failing airline.
Better still... sell the the airline to a group like IAG with license for them to do completely turnaround the airline how they see fit.

This is not difficult to implement.
Shopee, Lazada, AliExpress etc etc just need to collect the 7% at checkout and pass it onto the Thai government. The amount will be hundreds of millions of dollars a year.
Somebody has to pay for the Shinawatra family's private jets and property empire. And it sure as hell isn't going to be them.
