Actually its the ICC not ICJ and yes Biden was condemning them for being outrageous and with "no equivalence — none — between Israel and Hamas". The specific ICC arrest warrant charges are not warranted in his opinion, that does not mean Israel or any individual battalions or soldiers may have not committed other war crimes.
