The object was to lower the number of collisions with trees and the solution of putting oil drums around the trees will certainly do that simply because the collisions will be with oil drums not trees. So yes you'll miss the tree and hit the drum.
Surely an empty oil drum will offer little to no protection from the tree.

So, if you’re speeding, texting, phoning, drunk, or otherwise incapacitated and you lose control of your vehicle you’ll miss the tree because there’s an oil drum next to it? ????
Idiocy.

Is it not 4, so you can get caught 3 times.
Yes, I think it is. You’re free to go on your way for the first three, I think, then a year ban, or a load of money more likely. Happy to be corrected.

What about targeting zero?
Precisely. Basically what they’re saying is, “It’s fine if three people die.”

How do they expect to find anything when they’ve already been told by the boss that there’s no prostitution in Pattaya?

My guess is a dodgy LPG conversion, especially as it used to be a taxi.

Witnesses said that the cement mixer lost control at a bend and hit the vehicle in the parade then another truck.
Police are hunting for the driver who fled the scene.
I don’t understand why the driver fled the scene. It’s obvious he wasn’t at fault as it seems the cement mixer lost control all by itself.

Very few farmers don't have a tractor, or easy access to one.
The problem is allowing sugarcane leaves to be burned either in situ or on the ground.
The only way out of this is the demand all sugarcane is delivered with the leaves on and the big processors have to deal with them in a safe manner.....landfill?
Fair point, but what’s to stop the big processors refusing to take the crop with leaves on, or burning the leaves themselves?

So there is a bit of a campaign for current users of the beach. When the next flight arrives will they continue to promote this or just wait until they catch someone and make a bit of money?
Rhetorical question I assume? ????

Smok-free and one yaer in prison ???? It’s not if there aren’t any foreigners around to ask for a quick check.
Plus, it says ‘and put in jail for one year’ on the poster/banner, not ‘or’. Which is it?

Time to retire and take his ill-gotten gains with him. Oh, sorry, he’s sorted out the corruption already. Silly me.

Why are they blaming foreigners for Thais who break the law?
It’s easier that way. Plus it also avoids upsetting potentially wealthy Thais (hotel owners), which as we all know is not the done thing here.

No.
Not the first 2 year TDL.
The OP has had a licence for 12 years so the birthday issue applies. My first 2-year one was quite a while back, so I can’t remember.

Depends when your birthday is.
The 5 yrs starts from your next birthday.
So yes could be almost 6 yrs or in some cases just over 5
Doesn’t the licence always expire on your birthday?
