On Samui they actually took all drunks to court, much more hassle with foreigners for a mere 3000 baht fine.

Do they target foreigners? (Thais only, unless you try to avoid them)

Do they have the same spots every time? (outside the police station)

Cars , MC or both. (No parking for cars, so only MC)

Tests before departure is worthless as there is no accrediting body, anyone can write a certificate.

In Sweden a company got caught in june issuing 100.000 certificates without testing the samples , just pocketing the money (300 Mbaht)

Can confirm, but this was for the 14 days sandbox a couple of months ago, I also needed a ticket out after 14 days.

Got stamped in for 90 days as per my non-B visa.

I didn't need to.

My card was pre activated by the seller and he had instructions (in Thai ) how I should configure my phone. 

Perhaps that was why I paid the 190 baht extra.

There are no Immigrations agents on Samui.

Basically you can't change non immigrant visa class within Thailand .

You can only change reason for extension of stay.

If you're planning to seek extension of stay based on marriage or family you can do it yourself.

If you want to change to retirement extension based on non-O instead of non-OA to avoid the insurance requirement, you can't do it.
