From what I read they are all murderers and baddies so If I was running the prison I would put all of them together in the cells and give them all a weapon of there choice and let them all kill each other. The more incidents like this I see the more I come to the conclusion that maybe they have got more prevelant since weed become legal and there is a shop on every street corner so this attracts more users of all the hard drugs to Thailand. From my knowledge of weed it normally wouldn't make people go stupid quite the opposite , but these idiots may be offerd other illicate drugs such as ice and that and a combination of alcholol is most probably the reason.
