He was too busy pardoning his fellow criminals. Most of the Trump pardons, issued very late in his Presidency, were to people who were connected to him in some way.

It's a given no one will share intelligence with America if Trump gets back in. Not Australia, UK, Europe, Israel, Mexico - no one. Everybody knows Trump at best is totally careless with national secrets, putting human assets and contingency planning at risk. At worst, he could be selling them out to the highest bidder, another income stream to pay for his legal fees. No sensible person would trust Trump. He does trust what Putin tells him.
