These guys get duped into thinking they'll get a good paying job but once they cross the border they get their passports taken and then they become used like slaves and get physically punished if they don't meet certain quotas. Sadly, the Cambodian (as well as the Burmese) government don't actively try to raid and disband these operations. These operations probably have connections with the current government or police that allows these operations to carry on and flourish....

What a couple of knuckle heads. I bet they'd never do that back home. Evading police is bad enough but to take the officers weapon? They're asking for it. Throw them in jail and give them a taste of Thai prison for a few years then deport them and never let them come back.....

The entrepreneurs that had the foresight to get a license for medical marijuana as well as recreational use will rake in. This will weed out (sorry for the pun) the illegal shops and street vendors but the cat's out of the bag. I don't think the government will ever be able to stop people from selling pot completely. It'll be like Tupperware parties.....
