No, many guys here are jumping the gun. According to the English translated articles in Bangkok post, the extension is set so the prime minister will still be in control rather then ending the emergency decree and giving power to the local governors. It doesn't mean that the curfew at night will be extended for another month as phase 3 and 4 could still take place as scheduled, but who knows with this government as they change their mind every day.

Doing that will not solve your problem unless your able to get a new passport and leave the country immediately and not come back as the bike owner eventually will realize your pulling a runner and not going to pay as he more likely will file a report with the cops and immigration and if you get caught it will be another can or worm that you will open that wont be in your favor.

If I were OP I would try the tourist police and tell them your story as they are more falang friendly then the normal city cops. It wouldn't hurt.

Now I recall I had a similar accident maybe 5-6 years ago in Chumpon. Motorbike pulled out in front of my car turned in from a right hand Soi, poor bloke hospitalized all sorts. Caused a fair bit of damage to our car too.
Police were brilliant very fair, also some locals seen it and gave their account of events which supported my claim.
The police called a local garage repairer to give an estimated cost to repair the car, and told me this could be presented to the motirbike driver. It could also be given to the courts to pursue him for damages. The invoice was a little lower than I had thought, 25,000Bt. and once the guy was discharged from hospital the police presented him with the bill. Between us we negotiated a fair price.
So maybe that is what's required here.
In your case it seems the cop was doing his job and was being fair regarding you being a falang and all but in the OP case and many others that are involved in accidents in Thailand the cops just dont give a dam and will favor the Thai as it appears what happened to the OP. Of course greasing the pawm of the law might help the OP if he is willing to go that rout.

I dont think there's much else you can do OP, It sucks for sure as once you give your passport as a deposit and they keep it as ransom in Thailand your pretty much screwed if you have an accident, your fault or not. I would try with the help of your wife to talk with the motor bike owner again to see if he would budge from his extortion price of 74k and bite your pride and pay it and just right it up as an expense lesson learned as your not the first or the last person to go through this.

Your BIG mistake was to hand over your passport as a deposit. I seen it to many times happen to foreigners who dont know better and get in an accident your fault or not. It will cost you in the end as forget about getting the money from the Thai guy. Suggest you negotiate with the motor bike owner on a price if you ever want to see your passport again.

Last month there were limitations on how many cartons of eggs you can buy in Makro and today its alcohol. Next month its limitations on how many people can go shopping in a mall. Cant wait for the following months rules.

Maybe this is a shock for the OP, but Buffets are one of the the most popular eating type establishments in the world. As others pointed, they are not going anywhere especially in Thailand as they are open for business where I live with all the new eating rules in place like taping half the tables with a screen as other restaurants.
