The issuance is at the discretion of the immigration officer. No fraud involved. The officer can make a determination if he sees fit. Extension or visa is perfectly legal. Whether that involves some form of financial inducement is irrelevant. Much the same as arriving in Thailand visa waiver or with a visa, the immigration officer makes the decision whether you will be permitted entry.
