The tourists were widely assumed to be Chinese. News Facebook page Social Hunter 2022 shared pictures of the dead animal and the tourists, reported to be Chinese, on Sunday, July 28. The page revealed more information in the post. “These two Chinese tourists pulled their luggage through Soi Phayanak near Ratchathewi BTS Station where a stray kitten, called Yen, was playing. It played near the tourists’ luggage, prompting them to kick it and run their luggage over it. A witness took the cat to the clinic but it succumbed to the injury.” The page added that netizens and cat lovers were now searching for security camera footage of the incident and also for the two tourists. The post drew a lot of criticism from Thai netizens. Some also shared their negative experiences with Chinese tourists in the comment section. “I bought the kitten food once. So sad.” “They may not know that there are animal protection laws.” “Police will never dare to charge them.” “I hate this country for its bias towards Chinese nationals.” “I rented my condo rooms to foreigners but only Chinese tenants made my rooms dirty and did not pay the rent. No more Chinese.” Other netizens urged the witnesses of the incident to come forward and questioned how the person knew that the tourists were Chinese. Some promised to share the story with a social media group of Chinese cat lovers. The director of Watchdog Thailand Foundation (WDT), Saban-nga Nontara, told Channel 7 that the team were now gathering evidence to take legal action against the two tourists but tracking them down was proving difficult for the police. The Meteorological Department of Thailand predicted heavy rain in 80% of the area, focusing particularly on the Eastern region and Bangkok. Additionally, the Southern Andaman coast and the Gulf of Thailand were expected to experience waves up to 2 metres high. In Soi Na Kluea 27, a massive pine tree, standing over 20 metres tall and approximately 40 years old, was uprooted due to the intense winds and rain. The saturated soil could no longer hold the tree, causing it to fall onto a residential home and severely damaging the roof and property. Officials acted swiftly to cut down the fallen tree and restore normalcy. At a commercial building in Soi Na Kluea 16, the strong winds blew off the roof of a large structure spanning more than ten metres in width and length. Remarkably, the roof landed on high-voltage power lines but did not cause any injuries. Local officials coordinated with a crane to safely remove the debris, preventing further hazards to the public and tourists. Residents and businesses in the affected areas are urged to remain vigilant as the storm continues to impact the region. Emergency services are on standby to address any further incidents. Apartments in Soi Buakhao after the footage, which shows the thief attempting to open multiple room doors, was shared on social media. Mae Hong Son Provincial Tourist Police Office were alerted to the accident at about 8am on Sunday, July 28. Police officers and rescuers from the Pai Samakki Foundation then rushed to the scene. Upon arrival, the rescue team found the 25 year old British victim, Callum David, who fell 5 metres from a viewpoint. He reportedly suffered a minor injury to his leg and bore bruises on his hands and arms. He remained conscious and managed to communicate with officers very well. After a two-hour operation, rescuers successfully removed the British man from the spot for first aid and rushed him to Pai Hospital. Thai PBS reported yesterday, July 29, that the man was in stable condition. KhaoSod reported that the British man travelled to Pai Canyon with three other friends, and they were enjoying the sunrise when the accident took place. Officer Suwit Bunpeng, from the Pai Tourist Police, issued a warning to both domestic and foreign tourists to be more careful while travelling in Thailand during the rainy season. Pai Canyon, also known as Kong Laen among locals, is a popular tourist attraction in the Pai district of Mae Hong Son province. The 7.5-acre area has been shaped by wind and water until it looks similar to the Grand Canyon National Park in the US, prompting local officials to give it another name, Pai Canyon. In a related report, a Chinese woman visited Pha Taem National Park in the Isaan province of Ubon Ratchathani in April to meet with a Thai ranger who rescued her from falling off a cliff in 2019. According to the woman, she was three months pregnant at the time and had come to the viewpoint at the national park with her ex-husband. The husband allegedly pushed her and their baby off the cliff to kill her and claim her assets. Fortunately, the ranger came to her aid and enabled her to save all of her valuables. However, a shortage of aircraft in Russian airlines poses a challenge, according to the Tourism Authority of Thailand (TAT). In 2025, TAT aims for a 7.5% increase in revenue, targeting 39 million foreign tourists and 205 million domestic trips. Siripakorn Cheawsamoot, TAT Deputy Governor for Europe, Africa, the Middle East, and the Americas, stated that the estimate of 2.2 million Russian tourists for next year is based on the expected growth rate observed in 2024, which should elevate the market to 1.9-2 million visitors. This year’s achievements are predicted to surpass the figures from both 2019 and 2023, each of which saw 1.48 million Russian tourists. In the first half of the year alone, 920,989 Russian tourists visited Thailand, making them the fifth largest group of foreign arrivals, Siripakorn said. “Based on the first quarter report, their expenditure per trip tallied around 62,000 baht.” For 2024, the Russian market is expected to generate 124 billion baht in revenue for Thailand’s tourism industry. Tourism operators Aeroflot and S7, two major Russian flag carriers, currently operate over 40 flights per week to Bangkok and Phuket. The Thai tourism authority is in ongoing discussions with airlines and tourism operators to boost both scheduled and chartered flights in the final quarter to meet the peak season demand from Russian tourists. Despite Thai Airways expressing interest in resuming flights to Russia, there is no concrete plan in place yet, Siripakorn added. Khanittha Phanworawat, Director of TAT’s Moscow office, highlighted that the aircraft shortage among commercial and chartered airlines remains a significant hurdle, exacerbated by the Russia-Ukraine conflict. This situation prevents airlines from leasing new aircraft. “The majority of 61 long-range aircraft among all operators in Russia have been allocated to domestic routes and other rising destinations such as China, Vietnam, and India.” To address these challenges, TAT plans to promote extended-stay travel packages for Russian tourists, combining cultural and historical tours with wellness activities and beach destinations to increase their length of stay. Another issue is the ban on accepting Russian credit cards in Thailand, which discourages spending. Consequently, many Russian tourists opt for inclusive tour packages that cover all expenses, including transport, accommodation, and food. However, more operators in major Thai cities are now offering currency exchange services for rubles, and some Russian visitors are choosing to register new debit cards in other countries that can be used in Thailand. Suphanat Meenchainan, MFP MP for Chatuchak, Bang Khen, and Lak Si, announced the procurement irregularities came to public attention online in June. The BMA reportedly faced procurement issues at nine of its sports centres, resulting in damages amounting to 103.2 million baht. Following these revelations, Bangkok Governor Chadchart Sittipunt initiated a probe, instructing his officials to conclude the investigation within 30 days. However, Suphanat stated that no findings have been made public since the July 19 deadline passed. Suphanat mentioned that the only update provided was on July 24, when Chadchart reportedly indicated that the probe’s findings were classified as confidential. No definitive statement has been made regarding whether the procurement process was indeed corrupted. Suphanat recommended that the BMA employ the three-levelled lock theory to explain the alleged corruption. According to this theory, officials involved in the procurement would each have gym equipment specifications locked in, with the middle market cost set as high as possible. The contractor, in turn, would be constrained to use the minimum budget for each project due to the BMA’s lack of procurement standard requirements. He noted that corruption in gym equipment procurement is common in the country, attributing this to the Comptroller General’s Department not setting a middle budget limit for such procurements. Pattaraporn Kengrungreaungchai, Bangkok Council member for Bang Sue district, disclosed her effort to introduce a probe into the council’s agenda. However, a meeting to discuss the matter was cancelled before any discussion could take place. “The alleged corruption stems from ‘twisted’ procurement measures.” Pattaraporn pointed out that only a few contractors won procurement bids but they would withdraw from the race following a petition against unfair contracts filed by an opponent. Thai police are delving deeper into the actions of Mongkol Preesukkasem, who was apprehended last Thursday, July 25, while delivering a law enforcement lecture at a high school in Nonthaburi. Taling Chan police in Bangkok arrested Mongkol following an arrest warrant issued by the Criminal Court on June 20. The charges against him include illegal impersonation, donning a prosecutor’s uniform, fraud, and providing false information via a computer system. Police stated that Mongkol had uploaded photos on his Facebook page, showing him in what appeared to be a full prosecutor’s uniform adorned with honour pins and insignias. The complaint from the Attorney-General’s Office indicated that these images were meant to deceive the public into believing he was a legitimate prosecutor. A source revealed that checks by prosecutors found Mongkol had unofficially advised a senior prosecutor. Although this advisory role was never formalised, it contributed to the ongoing investigation. Witnesses for the prosecution are scheduled for interviews tomorrow, July 31, as part of the expanded investigation. Police arrested 26 year old Natthaphak, yesterday outside a rented room on Number One-Ram 2 Road, Dokmai, Prawet District, Bangkok. The arrest was carried out by Police Lieutenant Colonel, Wisit Sriyaphai, Deputy Superintendent of Anti-Terrorism, and Police Sub-Lieutenant Rattasart Klinsoonthorn, Deputy Inspector (Investigation) of Pak Kret Police Station, following a warrant from the Nonthaburi Provincial Court. Natthaphak faces charges of unlawfully wearing a police uniform and rank insignia, and forging and using fake government documents. This growing trend aligns with the global push for sustainable tourism and satisfies the rising demand for outdoor activities. However, the supply of walking-friendly areas often falls short due to access issues, inadequate public transport, and concentrated investment in specific regions. Somradee Chitchong, Deputy Governor for Domestic Marketing at the Tourism Authority of Thailand (TAT), highlighted how walking has become a significant aspect of Thai tourism. “During a trip, we always casually say where shall we go for a walk after a meal or before heading back to the hotel.” This cultural habit has led to the creation of walking streets in major Thai cities, bustling with shops catering to tourists. Post-pandemic, the focus has shifted to exploring neighbourhoods on foot, providing visitors with unique stories and insights. Historic sites, authentic local activities, and street food are among the main attractions. Mana Art Gallery There are numerous walking neighbourhoods across Bangkok and Thailand that are now unique and can be developed further as Somradee added. For instance, Yaowarat and Ban Tad Thong in Bangkok offer diverse food experiences. In Sakon Nakhon province, Pha Kram Road, known as Indigo Street, features locally-made indigo fabric products and cultural activities such as small shows, film screenings, and live music, aimed at attracting visitors, especially young people. Local artist Pi Near recently held an exhibition at Mana Art Gallery near Bangkok’s Hua Lamphong area, which served as the city’s main railway station until 2023. Art shows and festivals like the Awakening lighting art installation add to the allure of areas like Talat Noi and Charoen Krung, enriching the walking experience. Walking tourism also addresses sustainability concerns. Panit Pujinda, President of the Thai City Planners Society and a lecturer at Chulalongkorn University’s Faculty of Architecture, emphasised that walking allows people to experience a city in greater detail and at a slower pace. While walking, shophouses and vendors quickly become evident as Panit said. Although this might not generate more revenue, it efficiently distributes income among small business operators. Despite its benefits, walking tourism in Thailand faces challenges, particularly regarding safety and accessibility. Many walking streets are not designed to accommodate all visitors, with common obstacles on paths posing problems for pedestrians, especially wheelchair users. Public transport Motorcycles often share pavements illegally, and the cleanliness of some streets, particularly in rural areas, is sometimes poorly managed. Additionally, a lack of public transport and parking facilities can deter repeat visits. In most parts of the capital, it certainly cannot be described as a walkable city as Panit noted. Bangkok’s development has resulted in large city blocks, necessitating long commutes and increasing travel expenses. Public transport mainly serves major roads, making vehicle ownership almost essential. With only 7% of Bangkok’s total area dedicated to roads, compared to the global average of 15-20%, the city faces significant traffic challenges. Even if more roads were built, it might not alleviate traffic congestion, as many residents prefer private vehicles due to the city’s vast distances and limited public transport options. Bangkok’s traffic conditions make walking along pavements unsafe, requiring pedestrians to remain vigilant. Urban development in Thailand faces another issue: land categorisation. Unlike developed nations where private land can be allocated for public use, Thai cities primarily classify land as either public or private. Panit pointed out that in Tokyo, private developers often leave space in front of their developments for public use, encouraging pedestrian activity and interaction. Walkable district For a walkable district to thrive, authorities must start with areas offering strong potential and easy access, such as those surrounding significant buildings or transport hubs. The redevelopment of the Silom district serves as an example, with its lively street activities, food vendors, and proximity to BTS and MRT stations. However, local governments must consider environmental and local contexts rather than imitating foreign models. Any development should cater to local demand and preserve the area’s character, avoiding an influx of tourists or unsuitable activities. Sustainable walking tourism projects must provide good storytelling opportunities and meet local needs. The TAT promotes evening walking tours, allowing visitors to explore cities in cooler temperatures. Popular areas include the Mae Kha Canal in Chiang Mai, Phuket’s old town, and a street in Songkhla with vibrant street art. Pak Khlong Talat, Bangkok’s famous flower market, is experiencing a revival following a slump due to regulatory changes in 2016. Events and exhibitions, such as those during Bangkok Design Week, attract both young Thais and foreign visitors. Supitcha Tovivich, a lecturer at Silpakorn University, noted that creating a walkable route requires an atmosphere generated by street activities and vendors. Economic growth Urban development must prioritise inclusivity, blending locals and tourists while maintaining order and informality. Despite five months passing since the incident, Jakrin’s condition has shown little improvement. He is currently in a vegetative state, able to open his eyes but unresponsive to his surroundings. He has been moved back home, where his mother has left her job to provide constant care. A Facebook page dedicated to wildlife updates, Nick Wildlife, has been sharing Jakrin’s progress. They explained that people frequently ask for updates on Aun’s condition. We try to provide them regularly, but sometimes posts are missed, leading to the misconception that there are no updates. The severity of Jakrin’s condition is largely due to his heart stopping for over 30 minutes after the bite, causing significant brain damage, said the Nick Wildlife page. “There is little improvement in his condition. Currently, Aun is at home, and his mother looks after him full-time. The prolonged period without a heartbeat has severely impacted his brain.” The page administrator expressed the emotional toll of providing these updates, saying, Every time I answer questions about Aun, it brings back the painful memories of being present during those 30 minutes of resuscitation. It’s a difficult feeling to convey to those who weren’t there. They also addressed the challenge of balancing frequent updates with the risk of appearing to seek attention. The administrator mentioned, If we post too often, people accuse us of seeking attention. If we post updates infrequently, some people don’t see them and complain. It’s a delicate balance. Promoting safety In response to the incident, the team has intensified their efforts to promote safety around snakes. They have initiated the SEP project to raise awareness of the dangers posed by snakes and to reduce the incidence of snake bites, the administrator said. “What has happened motivates us to push for greater awareness of safety between humans and snakes. We’ve started the SEP project to highlight the dangers and reduce the risks of snake bites.” The team’s dedication to raising awareness and preventing future incidents is a testament to their commitment, said the administrator. “We don’t know how long we can keep this up, but we will do our best with the strength we have. His consistent deceit led many to believe he was a bona fide prosecutor, drawing unwarranted prestige and trust. The Office of the Attorney General became aware of Mr. Mongkol's actions through social media platforms, notably Facebook. An investigation revealed that Mr. Mongkol had been falsely presenting himself as an advisor to the Attorney General since around 2022. Despite his claims, he was never officially appointed nor provided with any legitimate workspace. Authorities discovered that Mr. Mongkol’s activities breached several laws. He was found inappropriately dressed in the uniform and insignia of a prosecutor, causing confusion and potential damage to the Office of the Attorney General's reputation. Under the Criminal Code, Section 141, and the Official Insignia Act, this conduct warranted legal action. Mr. Mongkol was finally apprehended on July 25, 2024, as he was about to address students while wearing a prosecutor’s uniform. Following his arrest, he was granted bail but must now face prosecution. The Taling Chan Police have concluded their investigation and forwarded findings to the Criminal Litigation Division, Taling Chan 2, reported Siam Rath. Images of Mr. Mongkol frequently appeared at various government events, misleading officials and the public alike. His deceitful activities have now been halted, awaiting judicial proceedings to commence on July 31, 2024.   24. Phuket - Parts of a human skeleton were found on a beach in Wichit with authorities also finding a wallet possibly identifying the deceased as a young Indonesian fisherman. The Wichit Police were notified of the skeleton on Sunday (July 28th) on a beach at the Din Sor Cape on the Bo Rae-Khao Khad Road. They and medical staffers from the Vachira Phuket Hospital arrived at the beach shortly after the alert. The skeleton remains were part of a human pelvis and upper leg bones. A doctor believes that the remains was a man. He died at least eight weeks before his remains were found. However, his age is unable to be identified.
