  1. The Medical Council of Thailand has unveiled its plans to charge Senator Keskamol Pleansamai for falsely asserting she is a skincare specialist, lacking the necessary certifications. Yesterday, the council’s board determined that 46 year old Keskamol had breached Section 32 of the Medical Professions Act. This comes after she publicly presented herself as a skincare specialist without the appropriate qualifications. Secretary-General Ittaporn Kanacharoen has been assigned to delve into Keskamol’s claims, assessing if they breach ethical standards. A review is set for August 8. Kanacharoen noted on Facebook that, out of 76,000 doctors in Thailand, only 40,000 are certified specialists. He stressed that a basic medical degree qualifies one as a general practitioner, not a specialist, without further certification. Under Section 44 of the Medical Professions Act, any doctor falsely claiming specialist status faces a one-year imprisonment and a 10,000 baht fine, with the risk of licence revocation. Keskamol, who graduated from Rangsit University with a medical degree, stands behind four beauty clinics and commands a significant online presence. Despite this, her purported multiple graduate degrees and professorship have drawn scrutiny. One such claim includes a PhD from the California University Foreign Credentials Evaluation Institution, which only issues certificates, not degrees. When running for the Senate, Keskamol opted for the Freelance Workers group, acknowledging the strong competition in the Public Health group. In response to the backlash, her lawyer, Decha Kittiwittayanan, clarified that Keskamol is currently a doctoral candidate at Maejo University in Chiang Mai, not a graduate. The university confirmed her status as a second-year student in a three-year doctoral programme. Decha argued that media misreporting contributed to the misunderstanding of Keskamol’s credentials. Regarding allegations of misleading the public about her linkage to the National Institute of Development Administration (NIDA), he emphasised she was there solely for research purposes. 6. ISOC Denies Using Spyware to Hack Activists' Phones Picture courtesy: notebooksspec The Internal Security Operations Command (ISOC) has strongly denied allegations that it used Pegasus spyware to hack the smartphones of activists, academics, and politicians. 7. The Internal Security Operations Command (ISOC) has strongly denied allegations that it used Pegasus spyware to hack the smartphones of activists, academics, and politicians. The claims were brought forward by the human rights group iLaw, which asserted that the spyware had been utilised over the past few years to surveil approximately 35 individuals. Maj. Gen. Winthai Suwari, the ISOC spokesperson, spoke adamantly against the accusations, stating that the organisation respects individual freedoms and has never engaged in such practices. "The ISOC has always adhered to principles of personal liberty and would not breach it as alleged," he declared. The accusations have stirred considerable attention, leading to a petition being filed by iLaw to the House Committee on National Security, Thai Border Affairs, National Strategies & Reforms. This committee, chaired by Move Forward MP Rangsiman Rome, is now expected to summon representatives from relevant government agencies for testimony regarding the iLaw complaint. Rangsiman Rome underscored the severity of the claims. "This is an issue that touches on fundamental rights and the privacy of our citizens. The gravity of such allegations necessitates a thorough investigation," he said. The alleged misuse of Pegasus spyware is said to have been primarily focused on peaceful human rights activities in the southernmost provinces of Yala, Narathiwat, and Pattani. These regions have historically been areas of chronic unrest due to insurgent activities, making them focal points for ISOC's security missions. The spyware, developed by Israel's NSO Group Technologies, has been at the centre of global controversies regarding privacy violations. Critics argue that such technology has been abused for unauthorised surveillance, targeting not just criminals but also activists and politicians. As the investigation unfolds, public attention remains fixed on understanding the balance between national security and individual privacy rights. The outcome may set important precedents for how surveillance technology is regulated in the future. 8. Thai FM Denies Banks' Involvement in Myanmar Arms Sales File photo courtesy: Pantip Foreign Minister Maris Sangiampongsa today firmly denied allegations from a United Nations report claiming that Thai-owned banks were involved in arms sales transactions with Myanmar's government forces. 9. Foreign Minister Maris Sangiampongsa today firmly denied allegations from a United Nations report claiming that Thai-owned banks were involved in arms sales transactions with Myanmar's government forces. During a House of Representatives session, Maris rebuffed claims from Tom Andrews, the UN Special Rapporteur for Human Rights in Myanmar, who asserted that nearly $130 million in weapon sales had been funneled through unnamed Thai banks to Myanmar’s military, the Tatmadaw. The UN report, titled "The Billion Dollar Death Trade," accused Thailand of being a key supplier of arms fueling Myanmar's internal conflict. Maris, relying on statements from the Bank of Thailand and the Anti-Money Laundering Office, stressed there was no evidence to support these claims. He reiterated Thailand’s consistent adherence to international human rights and humanitarian principles. "The Bank of Thailand and Anti-Money Laundering Office have made it clear that no Thai financial institutions have facilitated arms sales to Myanmar. We stand by our commitment to human rights and international standards," Maris stated. While addressing the accusations, Maris emphasized that Thailand will not sever economic ties with Myanmar. He explained that maintaining bilateral trade relations is crucial for avoiding negative impacts on the cordial relationship between the neighbouring nations, despite ongoing conflicts within Myanmar. "We will continue our trade with Myanmar to sustain both our economies and our diplomatic relations, even as we stand firm on our human rights commitments," he concluded. The allegations come amid intense scrutiny of Myanmar's human rights record, particularly regarding military actions against ethnic rebel groups. The Thai government’s prompt denial aims to preserve diplomatic and trade relationships while addressing the serious allegations raised by the UN report. This pivotal moment underscores Thailand's balancing act as it navigates international human rights obligations and its geopolitical interests in the region. 11. A tragic accident on the Lampang-Phrae road has resulted in the death of a woman and serious injuries to two others, including a young child. At 5 pm yesterday, July 17, a devastating collision between a car and a 10-wheel truck occurred close to the Wang Ngern shrine. The Mae Tha Police, including their duty investigator, forensic doctors from Mae Tha Hospital, and members of the Mae Tha Rescue Association, quickly responded to the scene. Upon arrival, they discovered a black Toyota car, bearing a Surin licence plate, severely damaged on its right side, with a shattered windshield. Inside, they found three passengers. The first injured individual was a one-year-old boy suffering from a cut on his lip. The emergency team from the Don Fai Subdistrict Administrative Organisation swiftly transported him to the nearest hospital. The second injured passenger was 40-year-old Prachya, who was conscious but experiencing severe chest pain and bleeding from the mouth. He was also rushed to Mae Tha Hospital for further treatment. Tragically, the third passenger, 45-year-old Chalita, was found dead inside the car. Forensic experts confirmed her death at the scene and later transported her body to Mae Tha Hospital for a thorough examination. About 10 metres from the wrecked Toyota, investigators found the 10-wheel truck involved in the accident. The truck, positioned across the road, displayed significant frontal damage and shattered headlights. Initial investigations revealed that Chalita was driving the car, accompanied by her younger brother Prachya and her one-year-old son, heading towards Phrae province. The truck was moving in the opposite direction. The accident happened on a dangerous S-curve section of the road, exacerbated by continuous rainfall. The wet conditions likely contributed to one of the vehicles losing control and causing the collision. Police are conducting a detailed investigation to determine the exact cause of the accident. -- 2024-07-19 - Cigna offers a range of plans that meet the minimum requirement of medical treatment up to THB 3m. The incident, believed to be the outcome of a love triangle, saw a 16-year-old suspect later turn himself in to the authorities. At around 5:44 pm, officers from Ladlumkaew Police Station were dispatched to the scene following reports of the incident. Upon arrival, they found Sarawut's body, which had been retrieved from a roadside ditch by a passer-by who had initially discovered the scene. According to the witness, the drama unfolded when he saw an overturned motorcycle while on his way to the market. Three individuals, two women and a man, were present, and upon closer inspection, he realised that Sarawut had been stabbed and had fallen into the ditch. Despite immediate medical intervention, Sarawut succumbed to his injuries, with stab wounds to his chest and body proving fatal. A knife, thought to be the murder weapon, was found near his body. Sarawut’s mother, 37-year-old Tatiya, spoke to ThaiRath, expressing her belief that the stabbing resulted from a love triangle involving her son, his girlfriend Earn, and another teenager. She revealed that Sarawut and Earn had recently rekindled their relationship after a brief separation. Tatiya suspects that the fatal meeting was arranged to resolve issues between her son and the other teenager, but it escalated into violence. Following the incident, the 16-year-old suspect, Earn’s other boyfriend, voluntarily surrendered to the police. As of now, he remains in custody and is being questioned but has not yet been officially charged. The investigation is ongoing as authorities gather more evidence and testimonies to ascertain the full circumstances leading to the tragic event. -- 2024-07-19 - Cigna offers a range of plans that meet the minimum requirement of medical treatment up to THB 3m. 19. The Thai Justice Ministry has issued a stern warning to the public about the severe legal and health risks associated with the unauthorized possession of cyanide. This announcement arises from a recent violent incident in Bangkok where cyanide was found at the scene. Kanika Aunjit, Deputy Government Spokesperson, highlighted the Ministry of Justice's warning, emphasizing that unauthorized possession of cyanide can lead to imprisonment and fines. Cyanide, while used in industry and found in small amounts in everyday items like certain fruits and grains, is highly toxic and can severely impact the central nervous system, liver, kidneys, and heart. Kanika informed that cyanide exposure can occur through ingestion, inhalation, or skin absorption. Even in small doses, it causes significant health issues. High doses can induce immediate symptoms such as headache, palpitations, flushed skin, difficulty breathing, seizures, unconsciousness, and cardiac arrest within 10 minutes. On the other hand, prolonged exposure to smaller amounts can lead to headaches, drowsiness, nausea, and respiratory problems. The Ministry of Justice reiterated that cyanide is classified as a type-3 hazardous substance under the 1992 Hazardous Substance Act and its amendments. Unauthorized production, import, export, or possession of type-3 hazardous substances is illegal and punishable by up to two years in prison, a fine of up to 200,000 baht, or both. With this warning, the government aims to prevent misuse of the deadly substance and safeguard public health. Authorities urge citizens to report any suspicious activities related to cyanide to appropriate officials, ensuring community safety and compliance with the law. 21. A Channel 7 journalist in Koh Samui filed a complaint after being threatened by the owner of a luxury villa project. The incident occurred following the journalist’s report on potential irregularities in the construction permits for the villas. Authorities from the Internal Security Operations Command (ISOC) Division 4 are currently investigating the Samui Green Cottages project, which is located on Chaweng Noi Mountain in Surat Thani province. The project involves the construction of 53 luxury villas, but concerns have arisen that the development might be encroaching on forest land or other restricted areas. Further complications have surfaced, as the villa owner only submitted a construction model showing 40 villas, leaving the other 13 unreported. Additionally, discrepancies between the submitted plans and the completed structures, including violations of legal slope and height regulations, have been identified. Six of the 53 villas have been completed, but the project is on hold pending further investigation. The target market for these luxury villas is foreigners residing in Thailand, with each villa priced around 10 million baht. On 17th July, the journalist documented ISOC officials visiting the villa site. During the visit, a Thai man claiming to be the project owner confronted the journalist. Expressing anger over the report, the owner directed his employees to photograph the journalist and issued a threat, saying, “You cause me a lot of problems. Are you from Channel 7? I will sue you. I already prepared evidence of what you said about me in the headlines. Stop causing trouble for the locals on Koh Samui. You will see what I can do when I meet you again.” The incident was partially recorded, including a moment where a female employee attempted to gather the journalist’s name. ISOC authorities intervened, asserting the journalist’s right to report. The villa owner argued he would pursue legal action rather than physical harm. The journalist subsequently filed a complaint at Bor Phud Police Station, where officers assured they would summon the villa owner for questioning. 23. Pattaya — A Myanmar couple believed to have murdered an Iranian restaurant owner and his Thai wife in Pattaya have fled Thailand to their home country. On July 17th, 2024, the relatives of Ms. Thanaporn Poolprakhon, a 49-year-old victim and wife of the deceased Iranian, traveled from their hometown in Buriram province to give a statement to Pol. Maj. Gen. Thawatkiat Chindakhornsanong, Commander of Chonburi Provincial Police, and Pol. Col. Navin Theerawit, Chief of Pattaya Police Station, at the Pattaya Police Operation Center. The relatives urged police to speed up their investigation and help recover missing items, including a gold necklace and a wallet that belonged to Ms. Thanaporn, along with other valuables and a safe that have not yet been located. Meanwhile, Ms. Luknam, the deceased’s daughter, revealed that she had been unable to contact her mother since July 12th, as her phone was switched off. Concerned, she reached out to her mother’s close acquaintances to help check on her and found the bodies. Ms. Luknam suspected her mother’s Myanmar employees, who she believed were responsible for regular missing cash at her mother’s restaurant, were responsible for the incident. The deceased had planned to secretly install CCTV to monitor this employee, who had also been allowing his girlfriend to stay at the restaurant, though she did not work there. 25. In a significant crackdown on online fraud, police in Chiang Rai arrested a transgender woman running an online silk scam, defrauding around 50 victims monthly and yielding 20,000 baht per month. Led by Deputy Commissioner Major General Weerachon Boonthavee, the Region 5 police, alongside other senior officers, apprehended 21-year-old Yutthakarn at a dormitory in Ban Khu, Mueang district. The Region 5 Technology Crime Suppression Center, in collaboration with investigation teams, had been tracking a Facebook page promoting handwoven cotton and silk products. Maj. Gen. Weerachon revealed that Yutthakarn, under various aliases, advertised silk and cotton products at attractive prices on Facebook, deceiving many customers who never received their orders after transferring the money. Yutthakarn, who had a warrant issued by the Uthai Thani Provincial Court for fraud and computer crimes, confessed to the scam. By posting images of silk and cotton items such as bags, clothes, and fabrics at low prices, she lured in numerous customers. When customer complaints began to surface, Yutthakarn would block the victims and continue the scam using new Facebook names. This fraudulent activity had been ongoing since January, and Yutthakarn frequently changed Facebook page names to evade detection. She admitted to defrauding approximately 40 to 50 victims each month, earning around 15,000 to 20,000 baht. Yutthakarn faces charges of fraud and inputting false information into a computer system, resulting in damage to others. The suspect has been handed over to the police for further legal proceedings. In related news, a man from Nakhon Ratchasima was disheartened after spending 499 baht on what he believed to be a set of tools but instead received three bottles of water. Nirat Sukboon, a resident of Nai Mueang subdistrict, presented the evidence to Phimai Police Station, highlighting another instance of online fraud.
