Daily News Thai Caption: Another arrest in "silencing" killing Crime Suppression Division police announced the arrest of an alleged hired hitman who it is claimed assassinated a motorcycle taxi rider in Pattaya two years ago. Niphon Panthong, 47, was arrested on a warrant for conspiracy to murder and weapons offences issued on June 10th. He was taken into custody outside a bus garage in Bang Saray, Sattahip, Chonburi, eastern Thailand. The case related to an incident on 28th July 2020 when taxi rider Prathum Sa-atnak, 47, was shot dead behind Muang Pattaya 8 school in Pattaya. ASEAN NOW (then Thaivisa) reported widely on the crime at the time. A man called Manat Imnam, 41, was arrested along with Niphon at the time and they said that they had a personal disagreement with the rider, reported Daily News. The relatives of Prathum believed this to be nonsense thinking instead that Prathum knew something about an illegal casino being operated by an influential figure on the eastern seaboard. Later the relatives went to Pol Gen Suwat Changyodsuk, the RTP chief, who took the case out of the hands of the Pattaya police and gave it to the CSD which led to the arrest of the influential figure. He is a man called Somchai Jutikidecha or more familiarly "Long Joo Somchai" aged 56. He was charged with ordering the killing. Niphon was initially arrested but released by the Pattaya police before the CSD got involved. Daily News Thai Caption: Extra-judicial killing explained Daily News reported that the father of a man shot by a north eastern policeman is furious about what he claims is over the top policing. Khan Ramet, 64, from Non Charoen in Najaluay district of Udon Thani complained after his son Sangwan Ramet, 41, was shot three times in the chest and arm with a 9 mm gun by Pol Sgt Komkrit Wongart on Monday at 11.30 am. Chief of the Najaluay police Pol Col Weeraphan Naksuk said that his men had been informed that drugs were being dealt out of a shack in the fields so sergeant Komkrit went to investigate. A man called Arun ran out of the shack with a backpack and the officer gave chase and he was stopped. Then Sangwan went for the officer with a long scythe like knife and was told to stop. Komkrit fired a shot into the ground but that still didn't stop him. In the confusion the officer fell backwards and Sangwan tried to attack his neck with the knife. It was at this point that the officer fired three times in self-defence. Arun also tried to attack the fallen officer before fleeing the scene. (He appeared to have been subsequently arrested, notes ASEAN NOW, as evidenced by a picture in the media). Some 95 Ya Ba pills were recovered from the backpack that fell down at the scene. Both the deceased and Arun were charged with possession of a Class 1 narcotic (Ya Ba), the attempted murder of an officer and resisting arrest. The world’s safest countries for driving this year have seen little change from the previous year. For the second year in a row, Norway is the safest country in the world for driving, while runners up Iceland and Estonia ranked in last year’s top five safest countries. Switzerland rose into the top ten countries with the safest roads, up three places from last year. The most dangerous countries for driving have remained consistent since last year, with the three most dangerous seeing no change. Zutobi ranked Thailand in second spot behind South Africa. Zutobi says that first of all drivers should be aware of the main reasons accidents occur – by narrowing the list down to the major reasons, drivers can also focus specifically on not making those mistakes. Major reasons include speeding, distracted driving, driving under the influence of alcohol, and lack of scanning, among other things. Government awareness campaigns can also help educate drivers to avoid these behaviors. Second, drivers also need to have proper knowledge of driving safety practices and the rules of the road before beginning to drive. A good way of attaining a proper foundation is by reading driving theory and doing practice tests. Thailand saw a total of 32,190 road accidents in 2020 and 2021, mostly involving pickups, according to the Transport Ministry. According to the Ministry of Transport’s Data Catalogue, motorcycles did not cause the most accidents as many assumed, however the Ministry information does not relate to injuries or fatalities. Most accidents that happened in 2020 and 2021 involved pickup trucks (37 per cent), followed by a category of private and public vehicles (27 per cent). The economy will expand by 4.2% in 2023, on top of forecast growth of 3.3% this year, Prime Minister Prayut Chan-o-cha told a press briefing after the weekly cabinet meeting. That would match the pace in both 2017 and 2018, which represent the highest over the past decade, according to data compiled by Bloomberg. The tourism-reliant nation has eased Covid-related travel curbs, waived visa requirements and relaxed business restrictions to lure international travellers as soaring inflation has derailed the recovery in domestic consumption and investments. About 6 million foreign visitors are expected this year — the vast majority in the latter six months. Gen Prayut said that number should more than triple to 19 million next year. “We have so much optimism in our economic outlook as the rebound in international tourism has been much faster than we expected,” Gen Prayut said. Still, rising material costs and slowing in the global economy present “major challenges”, especially to exports, he said. The country’s retail inflation rate in June jumped 7.66% from a year earlier, a 14-year high, boosted by surging energy costs. For the year, the government forecasts a consumer-price jump of 6.2%. The lawsuit would now be solely on the charge of reckless driving leading to death but the statute of limitations on this too is expiring in September 2027. Mr. Prayut Petchkunm, the office’s deputy director-general and deputy spokesman, said the repeal of the Narcotics Act of 1979 on Dec. 9, 2021 led to the automatic expiry of the cocaine charge against him.
