Daily News Thai Caption: Responding to government policy Daily News reported on the next phase of the recovery from the pandemic and especially the role of the Royal Thai Police. They reported on the comments of deputy RTP spokesman Pol Col Krissana Pattanacharoen as the government extended the emergency decree from today and warned people not to let down their guard on Covid especially when it comes to large gatherings and being in close proximity in crowds. ASEAN NOW notes that this can be seen in two ways, reading between the lines. Firstly a genuine interest in ensuring that the country moves into the endemic phase and doesn't get pushed back. But secondly - and more insidiously - making sure that protests against the government are kept under wraps under the guise of stopping Covid getting worse again. And also a rebuke to the RTP about corruption related to things like illegal casino operation and back handers on matters related to illegal immigration as 750,000 workers are needed to return from neighboring countries to take up the slack of Thai workers unwilling to fill low paid jobs. The Daily News article contained the usual rhetoric about making sure that Covid rules are followed related to the government's policies and their implementation by the RTP. But the media picked up on Krissana's comments that are directly from RTP chief Pol Gen Suwat Changyodsuk regarding police who fail to do their duty. He referred to some police jurisdictions and individuals as "yon yan"; this word relates to English terms like laxity and being flabby and flaccid. Suwat is clearly ready to come down like a ton of bricks on officers under his command who take back handers and who don't uphold the law in the coming months. Krissana said this relates to direct involvement in criminal activity and involvement in a roundabout way. This provided ample scope for Suwat to warn his men that they are on watch by PM Prayuth Chan-ocha. At a time when the government is under pressure to deliver and will soon face a new election. Prayuth also heads the Police Commission that looks into RTP behavior. They have been busy recently trying to clean up the notoriously dirty state of Thai policing. Since the start of the year more than 130 officers have been thrown out for corruption. Now under the guise of ensuring post pandemic policies are followed there appears to be a new thrust to call the RTP to order, suggests ASEAN NOW. This could also explain RTP poster boy Pol Lt-Gen Surachate "Big Joke" Hakpan's scathing attack on the Pattaya force at the weekend. In many ways the RTP in Thailand are seen as a law unto themselves and critics suggest they are little more than a mafia organization. Attempts by politicians to rein them in are nothing new and rhetoric is rarely backed up with real action. Two Vietnamese tourists drowned yesterday (Sunday) in the seas off Nai Thon beach in Thalang district of Phuket, despite a “red flag” warning posted on the beach. An eyewitness said he saw three people swimming in the sea and shouted to them to come ashore due to the strong waves. His warning went unheeded, so he alerted hotel security guards in the area to come to their rescue. He also said that, when it became apparent that the security guards could not offer any help, he alerted his nephew, who tried to help but failed as two of the tourists were washed away by strong waves. He then called the 1669 emergency hotline. Picture: Thai Rath Top cop Lt-Gen Surachate Hakpan - the poster boy of the RTP known universally as Big Joke - went to Pattaya at the weekend and found that it was completely filthy. At least the police station was and that was his main focus of attention.. The once sacked immigration chief now high ranking advisor usually visits local forces, says some nice things and goes back to Bangkok having praised local forces. Last week he did just that in Betong in the south where the police station was highly ranked for it's implementation of chief Gen Suwat Chaengyodsuk's much vaunted Smart Safety Zone 4.0 community policing and reporting system. But in Pattaya he had some stinging words at a meeting with all the local top brass and representatives from what influential media Thai Rath referred to as the Big 6 in English. In front of the regional deputy, provincial chief and the head of the Pattaya police station itself - Pol Col Kulachart Kulachai - Surachet delivered an attack on Pattaya's police. He said: "I've been coming to Pattaya for I don't know how many years. The police station here is just as filthy as it's ever been. "You really can do much better than this. You need to be more efficient in what you do". His remarks could be seen in a wider context as relating to the whole force's poor policing in Pattaya, notes ASEAN NOW. It is widely known that getting a police posting to Chonburi - and especially Pattaya - requires serious money to change hands as there are rich back hander pickings in the resort. The attack on Pattaya comes as the local force got a measly 23rd place in Smart Safety Zone rankings. Big Joke went further driving in the knife: "Look at Muang district of Chonburi police station," he said of the station miles away in Chonburi city. "They are less high profile than Pattaya and yet they are running things smoothly and efficiently and the police station looks professional". They are #1 in the safety zone rankings making Pattaya stand out like a proverbial sore thumb. He ordered the provincial chief to work with the Pattaya station chief to smarten up their ideas. Thai Rath said that in attendance at the meeting were Pol Maj-Gen Surajit Chingnawan, region 2 deputy, and provincial chief Pol Maj-Gen Attasit Kitjahan. The Big 6 referred to the state and private sectors, education chiefs, religious reps, politicians and the press. ASEAN NOW notes that Big Joke - named after his penchant for conjee the boiled rice breakfast with an egg - has been tasked by Suwat to check up on the smart safety zone phase 2 throughout the country following pilot projects. Few in Pattaya would have noticed any difference in the policing there and we would like to ask our many readers at the resort whether they have noticed an improvement. The safety zone plan - Suwat's baby since he rose to power - has been given an award in Dubai for community policing. But it seems Pattaya is lagging behind. Will the arrival of the poster boy of the RTP - rehabilitated now following a highly public fall from grace in which he was told to shuffle paper at the PM's office - have any effect on Pattaya? Or will everything return to "business as normal on the eastern seaboard" after Big Joke and his entourage leave town? Following on from its second marathon taking place on July 31, the city of Yala is going to hold “Pakaian Melayu”, an exhibition of traditional Malay textiles and costumes, on 5-7 August at the TK Park learning park building. The three-day event will feature sale booths, exhibitions, fabric design, costume design contests, and fashion shows, with the winning designs displayed on the runway on the last day of the event. On the academic front, there will be seminars and workshops to groom the new generation of young designers. The event is expected to draw about 6,000 participants from Thailand, Indonesia, Malaysia, and Brunei, according to the mayor of Yala City municipality Pongsak Yingchoncharoen. At least two people were killed and two more injured last night when a five ton section of a horseshoe shaped U-turn bridge under construction on the Rama 2 road inbound to Bangkok collapsed crushing vehicles last night. Thai Rath initially reported on the accident that had just happened at 9.55 pm that three were injured and one dead. They said it happened outside the Vibharam Hospital in Samut Sakhon. It cause a huge tailback in traffic already slow in the rain and from a high number of vehicles returning to the Thai capital after the long holiday. A video posted by Daily Motion showed the collapse at a short distance from a dash cam perspective. A woman in a car shrieks as up ahead the collapse can be seen. Daily News later had more details including stories from motorists who had a narrow brush with death. They said it occurred at KM marker 34 in Muang district and four vehicles were damaged. One of the deceased was a passenger in a Chevrolet that could be seen crushed under a 10 meter section of concrete. They said that two workers fell off the bridge and one later died. Thippawan, 30, said she was returning from a day out with her children and they were all very lucky to avoid death or injury. Nok Air flight skids off runway in Chiang Rai, no injuries but flight cancellations and delays By Adam Judd Chiang Rai, Thailand-Nok Air Flight DD108 from Don Mueang Airport in Bangkok to Chiang Rai skidded off the runway upon landing last night, July 30th, 2022 at 9:06 P.M. with 164 passengers and 6 crew members onboard. Luckily, nobody was injured. According to Nok Air representatives, the accident happened due to heavy rain during the landing but the pilots were able to get the situation under control without any injuries. A formal investigation is set to take place following the accident, however, as is standard with these incidents. Crime Suppression Division (CSD) police have arrested a former army sergeant on charges of counterfeiting and using counterfeit official documents and fraud, for allegedly hiring luxurious cars from car hire services and then selling them to used car dealers using the falsified documentation. Pol Lt-Col Surachet Dechaphan, deputy superintendent of the 3rd subdivision of the CSD, said today (Saturday) that the suspect, identified only as “Jesada”, had tricked several car hire services into renting 12 luxurious cars to him, worth about 76 million baht, which he and his associates later sold to used car dealers. Three used car hire services have already filed complaints with the CSD, claiming that the cars they had rented out to Jesada have not been returned and the man could not be located. by Natthaphon Sangpolsit BANGKOK (NNT) - Officials have unveiled a zoo development plan on a royally bestowed plot of land in Pathum Thani province, with construction expected to take five years in total. According to the Ministry of Natural Resources and Environment, the construction will start next year and will end in 2027. His Majesty the King royally bestowed a 48-hectare plot of land in Pathum Thani’s Thanyaburi district for the development of the new zoo. During construction, a section of the zoo will open early as a mini zoo to welcome visitors. Natural Resources and Environment Minister Varawut Silpa-archa said the government is in the process of choosing a construction contractor to undertake this project, as the design phase for this zoo has been completed. He added that the ministry is working hard to ensure that this new zoo will meet the demands of the public by serving as a learning center as well as a place for recreation and tourism, while also meeting international zoo standards. A recent survey found that the public is observing health precautions less rigorously than before despite the persisting COVID-19 situation. Health authorities are urging people to protect themselves by observing precautions while asking various establishments to be stringent with their measures. The Department of Health said the Thai public has been observing health precautions less closely than before, noting that the rate of mask wearing has dropped from 96.1% in May to 94.6% in July. The findings were based on the department’s Anamai Poll survey conducted during May and July of this year. Department Director-General Suwannachai Wattanayingcharoenchai said the rate of hand washing dropped from 91.5% to 88.1%, while social distancing declined to 78.6% from 84.6%. Overall, the percentage of individuals observing all three precautions dropped to 74.1% from 82%. The tourism scene at the Sadao border point in Songkhla province is becoming increasingly lively with ever more travelers crossing between Thailand and Malaysia as immigration, local police, and customs and disease control officials at border points work to ensure their safety and convenience. People traveling through the Sadao border point have increased by about 50% following the removal of the Thailand Pass system. Khanit Mipit, chief customs officer at the Sadao border point, said as many 5,000-7,000 people entered Thailand daily from Malaysia. He added that Thailand is a popular holiday destination among Malaysian tourists. by Natthaphon Sangpolsit BANGKOK (NNT) - Thailand is aiming to become the leading Southeast Asian nation in terms of the size of its tiger population by 2034. During an event commemorating International Tiger Day on Friday (29 July), Natural Resources and Environment Minister Varawut Silpa-archa said the kingdom was praised by neighboring countries at the 4th Asia Ministerial Conference on Tiger Conservation for its efficient wildlife conservation efforts. He added that the achievement in protecting these big cats was the result of the National Strategy for Tiger Conservation 2010-2022, which helped the nation have the highest number of wild tigers in Southeast Asia. According to the Natural Resources and Environment Minister, the tiger population in the Thungyai and Huai Kha Khaeng wildlife sanctuaries increased from 42 in 2012 to 100 in 2022 as a result of a smart patrol system and technology certified by international standards. These innovations have been installed in 213 protected forest parks to provide safety for wildlife.
