Bank of Thailand to accept virtual banking licences applications
This month, the Bank of Thailand is set to welcome applications for virtual banking licences, a move that has piqued the interest of numerous business operators. The finance ministry is currently in possession of a draft outlining the regulations for virtual banking, which is due to be made public in the Royal Gazette. Suwannee Jatsadasak, a 42 year old assistant governor at the central bank overseeing the supervision group, indicated that the application period would commence in March. The bank envisages a nine-month evaluation period for the assessment of applicants’ credentials, with announcements of successful applications anticipated by mid-2025. Virtual banking services are projected to be operational by 2026, reported Bangkok Post. “Several business operators are interested in applying for licences via a consortium,” disclosed Suwannee Jatsadasak. The first round of offerings will comprise three licences, an amount deemed appropriate to uphold the stability of the local financial market and to safeguard depositors against risk. The central bank stipulates a minimum registered capital of 5 billion baht as a prerequisite for a virtual bank licence application, as part of its effort to guarantee a secure foundation. The regulator’s objectives include the emergence of a new business model that can bolster financial inclusivity for unserved and underserved customer segments. Recently, SCB X, a holding company of Siam Commercial Bank (SCB), revealed its plans to submit a licence application in partnership with KakaoBank, South Korea’s leading digital bank. Advanced Info Service expressed its intention to collaborate with Krungthai Bank on a licence application, while True Money also signalled its interest in applying. Correspondingly, the central bank has updated its definition of Domestic Systemically Important Banks (D-SIBs) to incorporate mobile banking transactions, given their increasing prevalence in the country’s banking system. Mobile banking transactions in 2023 tripled compared to those in 2019. The central bank typically conducts an annual review of D-SIBs, taking into account changes in the banking landscape, the financial system, and the overall economy, according to Suwannee Jatsadasak. Currently, six D-SIBs are regulated by the central bank, namely Bangkok Bank, Kasikornbank, Krungthai Bank, SCB, Bank of Ayudhya, and TMBThanachart Bank. by Alex Morgan Photo courtesy of Bank of Thailand Source: The Thaiger 2024-03-01 - Cigna offers a range of visa-compliant plans that meet the minimum requirement of medical treatment, including COVID-19, up to THB 3m. Weakening Thai baht forecast due to economic and freight cost factors
Analysts are forecasting a weakened Thai baht, the Thai currency, due to factors including poor economic performance, high freight costs, and disagreements over interest rate reductions. The baht is anticipated to fluctuate within the range of 36-36.50 to the US dollar this month. On Wednesday, the baht recorded a decline, falling below 36 to the US dollar, and was quoted at 35.96-98 to the US dollar yesterday morning. This was in response to a slight easing of the dollar, following a minor reduction in US economic growth than initially projected at 3.3% for the last quarter of 2023, as reported by the Kasikorn Research Center, reported Bangkok Post. However, the US economy demonstrated resilience, achieving a 2.5% growth in 2023, surpassing the 1.9% increase in 2022. The driving force behind this growth was consumer expenditure, which constitutes approximately 70% of US economic activity, and recorded a 3% annual increase in the final quarter of the year. Patrick Poulier, the executive vice president and chief of the financial markets function at Siam Commercial Bank, opined that Thailand’s economic recovery this year would continue to be hindered by structural issues. This follows a GDP growth in the last quarter of 2023 that fell below the anticipated 1.7%, largely due to a slow resurgence of tourism expenditure, and languid public investment and consumption. “In the short term, the baht is tending to depreciate as the dollar gains in line with treasury yields, which are expected to remain high in the near term,” Poulier predicted. He anticipates the baht’s depreciation against the dollar, estimating a range of 36-36.50 baht in March. BofA Global Research has observed a recent consolidation of the baht as equity outflows stabilised before transitioning to small net inflows in February. However, the currency continues to respond negatively to any potential rate cuts or dovish tilts by the Bank of Thailand. Discord between government and central bank Analysts Adarsh Sinha and Claudio Piron, co-heads of Asia FX and rates strategy at BofA, noted in a recent research report that the discord between the government and the central bank continues to affect market confidence. This, coupled with weak exports and growth data, further weakens Thai baht. The same research report highlighted the baht’s vulnerability to increased freight costs, which are reportedly the highest in the region. “The baht is exposed to rising freight costs, as this could add to import bills,” the report explained. By the end of the first quarter, BofA anticipates the baht to trade at 36 to the US dollar. However, the report suggests an improvement in the currency’s fundamental factors over the year, as the current account surplus expands and rate differentials shrink, offering more cushion against capital flows. “That would likely result in lower baht volatility in the second half of the year and appreciation from current levels,” the research concluded. by Alex Morgan Photo courtesy of iStock Source: The Thaiger 2024-03-01 - Cigna offers a range of visa-compliant plans that meet the minimum requirement of medical treatment, including COVID-19, up to THB 3m. Ayutthaya meth bust nets 10 million pills worth 500 million baht
A major drug bust involving 10 million methamphetamine pills, valued at 500 million baht (US$13.9 million), was thwarted by authorities in Ayutthaya province. The capture was made possible after a meticulous tracking operation, leading to the arrest of two suspects who attempted to disguise the illicit cargo amidst vegetables on a six-wheeled truck. Late yesterday night, at around 11pm, law enforcement officers swooped in on a gas station in Bang Pahan district, Ayutthaya province, following a prolonged surveillance operation that began in the northern province of Phayao. The coordinated effort included provincial governor Niwat Rungsakorn, Police Major General Chotiwat Luangwilai, Police Colonel Praderm Jitvatanaphiriam, along with narcotics suppression officers, military personnel, and administrative officials, reported KhaoSod. The two apprehended individuals were identified as 46 year old Teeranun, and 47 year old Charas, both hailing from Nan province. Teeranun was tasked with driving a black pickup truck as a scout for the drug-laden six-wheeled truck driven by Charas. The methamphetamine pills smuggled across the border from a neighbouring country, were intercepted before reaching their final destination in Bangkok. During the investigation, it was revealed that Teeranun received a fee of 20,000 baht (US$557), while Charas was paid 200,000 baht (US$5,571) for their roles in the drug trafficking operation. A third party was scheduled to take possession of the drugs but managed to escape before the bust. Government response Deputy Prime Minister and Minister of Interior Anutin Charnvirakul arrived at the scene to oversee the investigation and lauded the joint efforts of the various agencies involved. He emphasised that the government has declared drug suppression a national policy, and the audacity of drug traffickers to infiltrate Ayutthaya province with such a large quantity of drugs was a significant concern. “The successful interception of this massive haul of methamphetamine pills is a testament to the relentless pursuit and collaboration between our security forces, police, and administrative officials,” Anutin stated. He commended the teams for their diligent tracking from Phayao to Ayutthaya and their swift action, which prevented a large group waiting to collect the drugs from succeeding in their plans. Anutin reflected on the potential damages to society, expressing the government’s commitment to intensifying efforts to combat the drug menace. He underscored the gravity of the situation, highlighting the millions of lives that could be adversely affected by drug addiction and acknowledging the staggering street value of the seized drugs. The government reaffirms its determination to clamp down on methamphetamine trafficking, intending to significantly reduce its prevalence and safeguard the population from the perils of drug abuse. by Nattapong Westwood Photo courtesy of KhaoSod Full story: The Thaiger 2024-03-01 - Cigna offers a range of visa-compliant plans that meet the minimum requirement of medical treatment, including COVID-19, up to THB 3m. Phachi chemical warehouse fire triggers emergency evacuation
A chemical warehouse fire in Phachi, Ayutthaya, has prompted a swift evacuation as toxic fumes spread. On February 29, at around 10.30pm, a blaze broke out in a warehouse illegally storing chemicals, necessitating an urgent response from fire services due to ongoing explosions and noxious odours. The Phachi Municipality Facebook page advised residents within a 5km radius to evacuate immediately, wear masks, and seek open spaces to avoid the widespread smoke. Those unable to evacuate were instructed to seal their homes with damp cloths and stay above the smoke, using N95 masks. Any chemical contact should be immediately washed off, and eye exposure flushed with water for 15 minutes. Ayutthaya authorities are closely monitoring the situation and the cause of the fire is under investigation, reported KhaoSod. According to reports, the incident occurred in Phachi district, Ayutthaya province, where firefighters battled the flames amid the risk posed by the chemicals and intermittent explosions. The area was enveloped in a pungent smell, causing irritation and concern among the local population. As emergency services tackled the fire, local authorities took to social media to issue guidance and directives to the community. The Phachi Municipality emphasized the severity of the situation by asking people in the vicinity and nearby areas to take precautions to prevent harm from the smoke plume spreading from the site. The community was alerted to the risks and provided with practical measures to safeguard their health during this emergency. Additionally, the Ayutthaya Move Forward Facebook page urged immediate action, highlighting the magnitude of the chemical stockpile involved, estimated at 4,000 tonnes. The page outlined a series of steps for residents to follow, underscoring the urgency of evacuation for those within a five-kilometre radius and offering advice on how to mitigate the risks if evacuation was not possible. The incident has united local officials, emergency responders, and community pages in a concerted effort to ensure the safety of residents and to control the situation promptly. The outreach and guidance provided through social media platforms reflect the community’s agile response to the hazardous event. Authorities continued to express concern for the well-being of the affected population, the front-line workers tackling the blaze, and related agencies. Boxing camp owner arrested for assaulting young female boxers
Police have arrested a 54 year old boxing camp owner for allegedly using a firearm to intimidate and sexually assault two 12 year old female boxers at his facility. The arrest followed the mother of one of the victims reporting the incident, which led to the shutdown of the camp and the suspect fleeing to Bangkok to hide. Despite his attempt to evade justice, the suspect was eventually apprehended and is now facing legal consequences. The shocking case was thrust into the spotlight when Paveena Hongsakul, the president of the Paveena Hongsakul Foundation for Children and Women, accompanied the mother and grandmother of the victims, pseudonymously named A and B, both 12 years old and in sixth grade, to report the crime. They met with Police Colonel Pichetpong Chotikam, the superintendent of the Samut Sakhon City Police Station, to follow up on the case against the suspect, a 54 year old boxing camp owner and boxing instructor, who had allegedly raped the two young boxing champions, reported KhaoSod. The situation came to a head on yesterday (February 29), when officers, including Police Lieutenant Wanachai Anuwat and Police Lieutenant Apichat Chanthanawiwat from the investigative division of the Samut Sakhon City Police, executed arrest warrants issued by the Samut Sakhon Provincial Court. After a diligent investigation, the police located the suspect, identified as Chanchai, hiding in a workers’ accommodation in the Thawi Watthana district of Bangkok. Upon his initial interrogation, Chanchai confessed to the crimes and claimed he had intended to surrender. However, after seeing the media coverage, he decided to wait for the situation to quiet down. He expressed a desire not to reenact the crime as part of his confession. Following his arrest, the officers detained him for further questioning before presenting him to the court for detention on March 1. The authorities also opposed his bail application, ensuring he would remain in custody. by Nattapong Westwood Photo courtesy of KhaoSod Source: The Thaiger 2024-03-01 - Cigna offers a range of visa-compliant plans that meet the minimum requirement of medical treatment, including COVID-19, up to THB 3m. Patcharawat Grilled Over Repeated Absence From Weekly House Meeting
NATURAL RESOURCES & ENVIRONMENT Minister Patcharawat Wongsuwan was yesterday (Feb 29) grilled on the House floor for his repeated failure to attend a weekly interpellation at parliament. During yesterday’s House interpellation session, Move Forward MP Chutipong Pipoppinyo produced a poster featuring a portrait of the natural resources & environment minister with words saying “Wanted – Only Alive” to sardonically grill the Palang Pracharath cabinet member virtually as a criminal of sorts for his repeated absence from the weekly House meeting where he could have otherwise responded to inquiries about his dutiful performance. Yesterday was the fourth time in a row that Patcharawat has failed to attend whilst the Move Forward lawmaker was evidently frustrated with a long-delayed, unresolved issue pertaining to the sought-after containment of wild elephants, especially those roaming in wooded areas of the eastern region, which, he confirmed, could practically hold the Palang Pracharath minister accountable. Economic danger signals as PM pushes expansionary goals
As economic growth projections for 2024 are cut, there are positive signs with rising consumer confidence and exports in January. Despite this, Prime Minister Srettha Thavisin (centre) is still doggedly pursuing his expansionary economic agenda. However, the growing threat from rising levels of debt within the financial system is on the radar of economic analysts. This may lead to a credit downgrade for Thailand in 2024. Fears of a credit rating downgrade this year by Joseph O' Connor Thailand is at risk of a credit downgrade due to populist economic policies and a rising tide of debt. Economic stability may be threatened as private debt becomes increasingly hard to manage while at the same time, chronic structural woes are retarding growth in an uncertain geopolitical world. Consumer confidence in Thailand continues to rise even as the economy’s overall growth is impaired by both geopolitical uncertainty and structural impacts. The country’s chronic household debt mountain is now not only retarding GDP growth, it has also begun to threaten the country’s economic stability. This week, news emerged that Fitch Ratings may be considering Thailand’s sovereign credit rating for a downgrade later in 2024. Certainly, there is rising anxiety about the expansionary outlook being pushed by the Pheu Thai-led government. It appears to ignore the need for overdue structural reforms and adjustments in pursuit of populist economics. Thailand and Indonesia, two of Southeast Asia’s largest economies, are reported to be faced with the potential threat of credit rating downgrades.
