Perhaps, and I suspect it is the case, the 3 million are from the "official sector" - registered, tax and social security payers/recipients. Add in the larger numbers from the unregulated unofficial employment sector - particularly well represented in the hard hit entertainment, hospitality, construction and restaurant sectors and you are probably looking at a figure well north of 10 million, well north!
The mutterings of discontent could raise steam like a Bulleid pacific on Welsh steam coal (a simile specially penned for "trainman 34014") if steps are not taken to relieve this disastrous situation!

Having glanced at the organisations who gain from having distribution rights (post #7) I would suggest that you don't "rock the boat". There are some jolly influential and well connected organisations on that list.

I wonder whether HM Government are anticipating disruption because of the introduction of customs checks and so forth, or punitive sanctions preventing the movement of certain commodities - in this case medical supplies.

I think that a less controversial, and certainly subtler explanation would be to say that it has been earmarked for investment with some of the government's more influential partners; because of their close links and high standing a more informal application and accounting process will be more appropriate. It will of course be as transparent as commercial conditions will allow.

I went for option 3 (which doesn't exactly fit my views) although in retrospect option 2 may have been more appropriate.
When the threat originally hove into view, then the initial reaction: lockdown, suspend travel and close/suspend many, many businesses was probably the right thing to do. That should allow for detailed planning, analysis of all available data and the production and implementation of a strategy to contain the virus (you simply can't eliminate it - that's natures' job) in order to allow the resumption of normal life, and especially commercial activity, as rapidly as possible.
Instead the initial (justifiable) draconian restrictions were kept in place for far too long, to the point where many became very obviously unnecessary, and huge damage was done to peoples' lives. I see three reasons for this: first the natural authoritarianism of the regime, which means that it sees nothing wrong, and is quite comfortable with imposing and maintaining these measures, almost as a means to themselves (hence maybe the enthusiasm for "the New Normal"); second the natural stasis which results from the wish to raise committees and avoid decisions which once made would make those committees superfluous; third the determination of those in power, to all have their turn at demonstrating their importance and power - just look at the queue of officials to "get on the telly and lay down the law"!
In addition (and I don't think this was a result of a conspiracy) I suspect a number of those with "deep pockets" saw and seized an economic opportunity, destroying competition, picking up property, business and assets at "fire sale prices", and moving in on economic activities which they previously had played no part in. With deep pockets goes great influence - particularly with this government - and that may have played a part in prolonging the restrictions.
The damage to the nations (or more pertinently the "little peoples") economy and finances was compounded by the inchoate and hopelessly inadequate relief provision, which reached only a small proportion of those in need.
So in summary, yes at first a good reaction, which rapidly became diverted and /or hijacked to serve other purposes. In my opinion, I'm sure that many will disagree.

Presumably, since the vast majority of their customers are Thai, and prefer spicy, it isn't worth stocking the original.

Whilst I may sympathise with your desire, wait until the last vote is counted (and then some more while the inevitable "collegiate shenanigans" plays out). Perhaps even until a slew of ever more desperate lawsuits are concluded. And no matter what happens, don't expect him to be standing, wrapped up against the January chill of Washington DC to congratulate his opponent early next year! He will probably be sitting in the Oval Office, a chair jammed under the door handle, tweeting ever more bitter and incoherent comments!

How many times! Even a sky blue pink with purple spots notice would not work! Interpol will simply not act against an elected politician, deposed by a military coup, and prosecuted and convicted by courts controlled by that junta! It really is as simple as that - in their eyes and in those of just about every other international agency or government, the prosecution was entirely political, a pathetically transparent and inept attempt to justify the military coup. Subsequent action s by the military against both subsequent democratically elected governments has reinforced that conclusion.
