As you say...they're controlled by local "mafia" figures. Most of the taxi drivers I've taken have been courteous and polite...they have nothing to with the fixed-prices of the taxis and certainly don't make any money off it. If the government ever removed the mafia middlemen (????????????) the drivers lives would be much better and some sort of fair tariff structure could be put in place.

Most banks, money managers, and investors around the world pick dollars and since most of them aren't Americans they have to buy them thus pushing up their price (exchange rate value).

You could take the train from BKK to Samui and then the ferry...don't think you'd need your passport for that; stay at cheap hotels and they may let you slide on the passport copy for registration. Another lesson for everyone...these visa agents aren't dodgy until they are.
