If that is the case then why don't they weigh the passengers too? There's likely to be much larger differences in passenger weight than luggage weight.

520 tonnes of plastic cap seals = 520,000 kilograms
520,000 divided by 2.6 million cap seals means that each cap seal weighs 200 grams. That simply isn't true.
A half litre bottles of water weighs about 550 grams including the water.
That means that these cap seals, weighing 200 grams must be for 100 litre bottles. I don't know about you but I've yet to see 100 litre bottles in Thailand.

I'm not saying double pricing is right but really if you think about it, approximately 10 pounds, euros or dollars will not be considered an outrageous amount by a tourist to visit a marine park. You'd have thought that the diving company he was diving with might have noticed he was missing and reported his absence to the Marine Police or who whoever the appropriate authority is. Even if he was diving alone he would have still needed a tank which he must have got from somewhere. Tanks aren't cheap; someone must have reported it stolen.

Why didn't the stores check the signatures on the cards compared to the signatures of the purchasers?
I know the signature problem happens all over SE Asia. Whenever I use my debit card in Vietnam, where I live now, they always give me back my card before I sign and have never once checked the signature.

That has nothing to do with race. Both Thais and Singaporeans are Asian. Thais are well known for overstaying visas in Singapore and working in the grey economy.
