It is important to remember that this is not an "Arab" problem, it is an idiot problem. No problem with enforcing the rules for everyone. Rental places that provide vehicles without licenses need to be closed. People driving without proper credentials need to be deported. Not just Arabs, everyone.

Yes, they are deadbeats. The O visa is a preliminary step to an extension. If you do not extend, you are not holding up your end of the deal. Wait nine months and try again if you like. This is the reason that some offices are requiring the 800k up front.

FYI, the Elite people do the criminal check as part of the approval process. That is a key reason that it can take months to approve. They could treat O's the same if you want to wait.

I like the idea of a criminal check for O's though. I also like the idea of limiting O applications to one per year.

And how is that different from the Russian mobsters, Indian touts or British hooligans? Making generalities is a slippery cliff. Maybe it is time for the BIB to be processing the overstay lists from immigration for all nationalities. Maybe it is time to limit O visas to one per year?

For beaches, the Phuket/Krabi area wins easily. Plenty of beach villas south of Patong. For euro-feel Koh Samui also has many small villas available but the food is bland.
