If you're buying an item with a credit card your card/bank is paying the retailer the full amount and you repay the credit card debt. Are you saying that you are actually buying the items on deferred terms arranged by the retailer and if that's the case how do you do that as a tourist?

The Bank disagrees with you. All normal BBL ATM debit cards work in all other banks' ATMs. The bank does not disagree with me. If you still disagree please detail, specifically, the ATM card that BBL has issued you that has the restriction you describe. A suitably redacted photo would be a good idea.
