You cannot tell just from context , people had said the same thing as you did and meant it in a genuine serious way and how is one to know whether it was supposed to be serious or a joke ?

There was an A4 sized paper on the screen showing the exchange rate and also the commission charges on display, albeit in small writing as well . Its a private business and they can charge what they like and I am quite sure the kiosk was within the law .
