Why would they set any limits on what the money can be used for? They will give the money to people in need, then they will just have to believe they are used for creating a better life for a month or two. Because that´s what it is. Ok, but I just go out of my own experiences. If I go to the regular market, it will mostly be hard to find great tomatoes. fair and good will usually not be a problem.
