No way is a "high-speed rail" going to be run at surface level through an urban area with street crossings. No way, not even in Thailand! The project calls for 250 km/h intercity, and 160 km/h within cities. Normally, the Chinese.....you know the folks with tens of thousands of kilometers of high speed rail experience......will run the line on pylons through the urban areas, with speeds reduced to 80-90 kmh, with all stations elevated. So, no. The line is NOT going to be at surface level. I'ma bet that's just the result of corruption and delays. What you're seeing is just a temporary gravel access road within the existing railroad ROW to allow for construction of a line of concrete pylons. Completion is still set........currently.........for 2029, meaning sometime in the 2050's.
