In a separate queue were Thai people receiving Sinovac/AZ combination. The whole thing was handled smoothly and professionally by the Thai people and they have my appreciation. No it isn't. The maximum fine is 20,000 baht. He should go to the airport as soon as possible and fly out. He will get a 3 year ban and fine. If he gets picked up by the authorities before he gets to the airport then things will get much more serious for him.
