Pretty academic at this point to talk about Biden winning, but yes, of course if he wins, then VP Harris becomes president if he dies.

To clarify what I was talking about using Medicare ADVANTAGE to have emergency event care abroad, that is a very real thing now. There are even clinics in Mexico that specialize in such patients and openly advertise it. If you're really an expat though it's a kind of fraud, because you must NEVER tell the Medicare ADVANTAGE people that you live abroad. It's a kind of TRAVEL INSURANCE. But again, it has now become a huge trend with American expats in Latin America, especially Mexico and Panama. If you're interested you need to contact an agent specializing in this (check youtube channels for expats in Mexico and Panama) as they can assist in applying to the SPECIFIC Medicare Advantage companies that have the kind of care abroad cover you're seeking. Also, you absolutely must be seen by SS as living in the U.S. and that U.S. address is also used by Medicare and the specific Advantage insurance companies and offers available to you will be zip code specific to your zip code. Also you need to follow the claim rules if you ever use it which an agent can inform you about. I'm surprised this has become so popular in Latin America. I was kind of expecting a crackdown but have not heard of any.

If Biden dies during his current term, then yes, Harris becomes president until the end of Biden's first term. As far as discussion of REPLACING Biden as the democratic party nominee before the democratic party convention, the overwhelming consensus from democrats (the only people that matter in internal party matters) is that there is no point in doing that if Harris replaces him. The point of replacing him as the party nominee is to increase the chances of beating Trump. Nobody thinks Harris offers that. Replacing the nominee has no connection with a president resigning as president. In other words Biden would finish his term while another democrat accepts the nomination to oppose Trump. That all said it's very unlikely that Biden will step down from accepting the nomination. Unfortunately. The leading names of people democrats think have a better chance of beating Trump include Newsom, Whitmer, and Shapiro. Not Harris. Definitely not Harris.

Well if you register a US address with SS you can sign up for a Medicare Advantage plan which is US zip code based to get insurance that will cover you abroad for acute emergency events but not chronic conditions. Downside might be if SS discovers you're really an expat that is viewed as fraud and benefits could be stopped.
