UPDATE China Railway Executive Granted Bail Over Nominee Allegations Picture courtesy of Komchadluek The Criminal Court at Ratchada has granted bail to Mr Chuanling Zhang, a 42-year-old Chinese national and director of China Railway No. 10 (Thailand), in connection with a nominee case linked to the collapse of the Office of the Auditor General (OAG) building. Bail was set at 500,000 baht, with conditions including a prohibition on leaving the country without court approval and mandatory reporting to authorities. Mr Zhang, who owns a 49% stake in the company, was taken into custody by the Department of Special Investigation (DSI) and brought before the court for an initial detention hearing. He faces charges under Thailand’s Foreign Business Act B.E. 2542 (1999), specifically Sections 37 and 41, for allegedly using Thai nationals as proxy shareholders in a business activity restricted from foreign ownership. The charges also implicate the company itself for alleged complicity in the violations. The bail decision follows the court’s assessment of the evidence and the relatively moderate maximum penalty of three years’ imprisonment attached to the charges. Justice Minister Tawee Sodsong confirmed that the Chinese government has not interfered in the investigation and emphasised that the legal process will proceed independently. The Chinese Embassy has acknowledged Mr Zhang as an employee of a Chinese state-owned enterprise. In a related development, the DSI is seeking court approval to detain three Thai nationals,Manas Srianan, Prachuap Sirikhet, and Sophon Meechai, accused of acting as proxy shareholders for China Railway No. 10 (Thailand). The three men surrendered to authorities and were interrogated for over ten hours. They deny any wrongdoing and claim not to have acted on behalf of the Chinese firm. Sophon has agreed to testify, while the other two have opted to submit written statements within 30 days. Mr. Amnuay Charoensuk, a 52-year-old local vendor and long-time devotee, described the statues as spiritual protectors that had brought a sense of safety to the area, even reportedly reducing traffic accidents. “I feel devastated. We built these with donations and reverence. Nearly 100,000 baht was spent. Now it’s all gone without any respect,” he said. One of the workers involved, 50-year-old Mr. Nawee Wairiab, admitted he had followed orders from his supervisor. “I didn’t mean to cause harm. I raised my hands in respect before starting the work. At approximately 03:00 on 22 April, Pol. Lt. Suwet Muangthong, an investigator at In Buri Police Station, received reports of a house fire in Nam Tan subdistrict, In Buri district. Fire crews from local authorities, including the Nam Tan Subdistrict Administrative Organisation, were dispatched to the scene. Due to the narrow alley where the two-storey, semi-concrete, semi-wooden house was located, fire engines had to enter in single file. It took firefighters about 50 minutes to bring the blaze under control. Sadly, one person was found dead inside the house, Mrs. Rai aged 79, who suffered from hearing impairment and had been unable to escape the flames. According to the homeowner, Ms. Anchalee aged 38, she had been living with her husband, Mr. Anek for about three years. She has children from a previous relationship, and tensions reportedly flared between her husband and the children. Ms. Anchalee described Mr. Anek as having a volatile temper and stated that arguments had become increasingly frequent. On 15 April, she said, she was physically assaulted by her husband, sustaining visible bruises on her arms. She added that Mr. Anek had threatened her, saying, “If I can’t live here, I’ll burn your house down.” On the night of the incident, Ms. Anchalee had gone to sleep at a friend’s house after her husband allegedly attempted to strangle her earlier that afternoon at her workplace. Only her elderly mother was at home when the fire started. Witnesses reported seeing Mr. Anek arrive at the house in a Nissan car, with another person. He reportedly entered the house briefly, then emerged saying, “I’m sorry, my love,” before driving off. Moments later, flames engulfed the home. The victim, identified as Mr. Thanatphong Khamenka-na, was found deceased at the rear of a white Toyota pickup truck, registration Nonthaburi. His red-and-black Honda Wave motorcycle, license plate Nonthaburi, was lodged beneath the pickup truck. According to police and CCTV footage, the victim was returning home from work when he swerved to avoid a truck merging left from a U-turn. He lost control and collided with the stationary pickup truck at high speed. The impact proved fatal. CCTV footage also showed him narrowly missing another motorbike rider just moments before the crash. The victim’s older brother, who had been riding ahead of him, reported that both had just finished their shift at the Shopee warehouse on Soi Wat Sri Prawat and were en route to their home on Soi Ban Kluai-Sai Noi. He recalled seeing the truck merging and managing to avoid it, but his younger brother, whose motorcycle had no functioning headlight, was not so fortunate. Police were called to the scene at approximately 05:30 on 22 April, by residents of the condominium, who initially believed the man was unconscious. Pol. Sub-Lt. Pratchaya Soithong, an investigator from Phasi Charoen Police Station, responded along with Pol. Col. Opas Harnnarong, the station superintendent, forensic experts, a pathologist from Siriraj Hospital, and volunteers from the Poh Teck Tung Foundation. The deceased, believed to be a Russian national aged between 30 and 40, was found face down, completely unclothed, with severe head trauma and multiple fractures to his limbs, indicating a fall from a significant height. Security personnel at the condominium reported that they were alerted by another foreign resident who had spotted the body and believed the man had collapsed. Upon inspection, it became clear that he had died from the fall. The man was staying on the 17 floor and his balcony overlooked the scene. Authorities are investigating the circumstances surrounding the incident, including whether foul play was involved or if the man may have jumped. The body has been taken for autopsy at Siriraj Hospital to determine the cause of death. The Russian embassy has been notified. Songkhla has launched its first public electric (EV) bus as part of a pilot project spearheaded by the Songkhla Provincial Administrative Organisation (PAO), aiming to promote clean energy and reduce air pollution in the region. The trial service was officially inaugurated on 22 April, by PAO President Mr. Supit Pitaktham. The initiative aligns with the “Clean and Pollution-Free Songkhla” policy, one of five core policies and 35 strategic initiatives laid out by Mr. Supit. During the initial two-month trial phase, the EV bus will serve the PAO’s internal missions, including the transport of students, the elderly, and patients, to test performance and reliability. Mr. Supit stated that this step marks a significant milestone in providing accessible, environmentally friendly public transport. “This project reflects our commitment to reducing air pollution and transport costs for the people of Songkhla. The EV buses are energy-efficient, safer, and more economical to operate.” Pending a successful trial, the PAO plans to expand the service by the end of 2025, introducing one EV bus per district across eight districts in the initial phase. Fares are expected to start at just 2 baht per person for an entire journey, making it an affordable alternative to conventional transport. Notably, the EV bus project is fully funded by private investment, without drawing on the national budget. The next steps involve discussions with the Songkhla PAO Council to finalise operational details and ensure that the expansion is carefully planned and efficiently managed. If implemented province-wide as planned, Songkhla will be among the first southern provinces to run a publicly accessible EV bus network, setting a benchmark for sustainable transport. Praphat Kaakham, Deputy Inspector at Chun Police Station, received a report of a collision at a traffic junction on the R3A road near Ban San Luang, Moo 5, Thung Ruang Thong subdistrict, Chun district. Rescue teams from Kuan U and Norasingh Chun foundations, along with doctors from Chun Hospital, rushed to the scene. Upon arrival, responders found a white Toyota Fortuner, registered in Phayao, that had veered off the road. The driver was identified as Mr. Theerawat 38, a newly elected member of the Phayao Provincial Administrative Organisation from Ban Pa Sak, Phu Sang district. Nearby, a red-and-black Honda motorcycle lay wrecked in the middle of the road. The area was strewn with a sack of sand and spilled contents from the motorbike. The body of Mrs. Pin aged 60, was discovered not far from the crash. She had suffered severe injuries, including a fractured skull, multiple broken limbs, and a broken neck. Her body was taken to Chun Hospital. Preliminary investigations revealed that the victim had been transporting food and sand to her husband, who was working in nearby fields. As she crossed the incomplete R3A junction, the SUV struck her motorbike. Although traffic lights have been installed at the intersection, they have yet to be activated as parts of the road remain under construction. The deceased had a distinctive tattoo of the Hindu deity Hanuman on his back. At around 17:40 on 21 April, Pol. Lt. Chaiwat Makkaew, deputy investigator at Kathu Police Station, received a report of a body found inside the abandoned “William Plaza” building, located in Moo 1, Kathu subdistrict. Upon arrival at the scene, investigators were joined by forensic officers from Vachira Phuket Hospital and personnel from the Kusoldharm Foundation. They found the body of a Thai male, believed to be around 40 years old. No identification documents were found on the body, and there were no signs of physical assault or struggle in the surrounding area. Local residents informed police that the man was likely a homeless individual suffering from mental health issues. He had reportedly been squatting in the building for around two months prior to his death. The body has been taken to Vachira Phuket Hospital for a full autopsy as part of the ongoing investigation and to try to identify the individual. Displaying remarkable bravery, she managed to fight off the deadly snake, capture it, and make it to hospital just in time to receive life-saving treatment. The incident occurred on the morning of 19 April near the Khlong Khan Tho Reservoir in Watthana Nakhon District, Sa Kaeo Province. Mrs Supin Wanpen had ventured into the eucalyptus forest with relatives in search of wild mushrooms when she came face to face with a 3-metre-long king cobra. The snake lunged at her, and despite having no weapon, she instinctively fought back with her bare feet. “At that moment, I couldn’t go left or right, behind me were eucalyptus trees. So I kicked and stomped,” she recounted. “It bit my left leg, but I kept fighting. I kicked it under the jaw until it collapsed. Then I pinned its neck to the ground and called my relatives.” After subduing the snake, Supin’s grandfather arrived to help. He killed the snake and brought it along as evidence for the hospital. Supin, who was bitten on the left knee and calf, used makeshift tourniquets to slow the venom’s spread and was rushed by rescue personnel from Pang Sida National Park to Somdej Phra Yuparat Sa Kaeo Hospital, arriving approximately two and a half hours after the bite. Doctors administered antivenom and treated her wounds, which were deep and severe, particularly around the knee. Thanks to her swift thinking and determination, she survived the potentially fatal attack and was moved out of intensive care after two days. Speaking from her hospital bed, Supin said, “In a life-or-death moment like that, you must stay calm. Don’t panic. Do everything you can to survive. I saw the faces of my children and ancestors flash before me, and I knew I had to live.” Her story has since gone viral on social media, with a Facebook post by her friend receiving hundreds of comments. Supin is now recovering well and, if no further complications arise, is expected to return home on 24 April. Her encounter is a stark reminder of the dangers that lurk in the wilderness. Issara Aroka of the Nong Yai Police Station was alerted to the crash by rescue officials from the Silatham Samakom Foundation, Nong Yai Unit. Emergency responders rushed to the scene on Highway 344 (Ban Bueng–Klaeng Road), at kilometre marker 58-200, in the Khao Sok area of Nong Yai district, Chonburi Province. Upon arrival, they found a white Mercedes-Benz with Bangkok licence plates in the central reservation. The driver, 55-year-old Ms. Chadaporn Rattanakorn, known for her television and film roles in the 1990s, sustained injuries to her head, chest pains, and a bruised ribs, with bleeding from the mouth. Rescue workers promptly transported her to Nong Yai Hospital for emergency treatment. Doctors have since confirmed that her condition is stable and she is recovering well. Speaking from hospital, Ms. Chadaporn, also known by her nickname “Da,” recounted the moment. “I was driving from Bangkok to Chanthaburi for an errand. The crash happened on a stretch of road recently resurfaced with black asphalt but without lane markings. Visibility was poor, and the car suddenly skidded and dropped into the central ditch. It hit a clump of grass and a pile of dirt, and the next thing I knew, the car had flipped and landed on its side. Thankfully, passersby came to help me out.” Born on 8 November 1970, Chadaporn began her career in the film Nai See-oui Sae-Ung and later gained fame through a string of TV dramas including Din Nam Lom Fai and Phai Daeng. She is best remembered for her role as Pilantha in the cult classic Sirasamarn. Authorities in Lampang have arrested three members of a violent loan shark gang accused of terrorising local residents with weapons, including knives and baseball bats, in a crackdown on illegal debt collection activities. The arrest was carried out at around 17:30 on April 21 following complaints from residents of Bo Haeo Subdistrict in Mueang Lampang District, who reported being harassed and threatened over debts with illegally high interest rates. Some villagers were reportedly so frightened they fled their homes to avoid confrontation. Acting on orders from Mr. Thanarat Saithaep, District Chief of Mueang Lampang, Deputy District Chief Mr. Pasut Na Lampang led a joint operation involving local administrative officers, the Special Operations Unit of the Provincial Administrative Office, and police from Mueang Lampang Police Station. The team successfully apprehended three suspects and seized a cache of evidence, including bladed weapons, baseball bats, mobile phones, and printed flyers related to their illegal lending operation. The suspects were charged with the following offences: 1. Engaging in unauthorised personal loan business operations 2. Lending money with interest rates exceeding legal limits The arrested individuals have been handed over to Mueang Lampang Police Station for further legal proceedings. A road crash in Chachoengsao province claimed the life of a concrete truck driver when his vehicle overturned and landed upside down at the roadside after he veered off a curve. The driver died instantly, crushed and trapped inside the wreckage. Police from Rachasarn Station, led by Pol. Lt. Chalermphon Satham, were alerted to the incident, which occurred near Muang Mai Health Promoting Hospital in Moo 7, Muang Mai Subdistrict, Rachasarn District. Emergency rescue teams from Phanomjao Foundation were dispatched to the scene. On arrival, authorities found an overturned Isuzu concrete mixer truck, registration number from Chachoengsao province. The body of the driver, later identified as Mr. Amnat Sawatdee, was discovered trapped inside the crushed cab. Rescue workers used hydraulic cutting tools to extract the deceased from the wreckage. Local residents told police they believed the driver was unfamiliar with the road and may have misjudged a curve, causing the truck to lose control and overturn. Police are continuing their investigation and will summon witnesses for questioning to determine the exact cause of the crash in accordance with legal procedures.
