Bangkok Metropolitan Administration (BMA) waste collection staff were left in shock after discovering the body of a newborn baby while collecting rubbish in Sukhumvit Soi 62 on the morning of 22 April. The infant’s body emerged in the compactor at the rear of the garbage truck as rubbish was being loaded and compressed. Police Lieutenant Rapeecha Kongpradit, Deputy Inspector at Phra Khanong Police Station, received a report of the incident and responded immediately to the scene. He was accompanied by Pol. Col. Chaiyawat Pradabthai, Superintendent of Phra Khanong Police, forensic officers, a medical examiner from the Department of Forensic Medicine at Chulalongkorn University, and rescue volunteers from the Poh Teck Tung Foundation. The body, whose gender has not yet been determined, was found at the back of a green refuse truck registered in Bangkok and operated by Phra Khanong District. According to Mr. Suchart Homchuen, the waste collection worker who discovered the body, the team had been collecting rubbish along the soi when the discovery was made. Mr. Suchart stated that while emptying bins and operating the compactor at the end of the lane, he noticed the body of a newborn sliding back down from the compactor. He immediately alerted authorities. He also noted that the last rubbish collection in the area took place on 19 April. Police are now reviewing CCTV footage from the surrounding area to identify the individual responsible for abandoning the baby and an investigation is underway. 3. AOT Chief Executive Kirati Resigns Amid Procurement Controversy Picture courtesy of Matichon. 4. Picture courtesy of Matichon. Mr. Kirati Kitmanawat will officially step down as President of Airports of Thailand Public Company Limited (AOT) on 24 April, according to a senior source from the Ministry of Transport. His resignation, which has now been confirmed, has sparked speculation about who will take over in an acting capacity. The AOT Board of Directors, chaired by Mr. Apirat Chaiwongnoi, Director-General of the Department of Highways, is scheduled to meet on 23 April to formally acknowledge Mr. Kirati’s resignation and to discuss the appointment of an acting president. Among the frontrunners is Mr. Vim Rungwatanachinda, a current AOT board member and close ally of Prime Minister Paetongtarn Shinawatra. Mr. Vim joined the AOT board on 26 February 2025 and also serves on the boards of the State Railway of Thailand and PTT Global Chemical Public Company Limited (PTTGC). Other potential candidates include current AOT Deputy Presidents: Mr. Sirote Duangrat (Business Development and Marketing), Mr. Anek Theerawiwatchai (Strategy), and Ms. Chadnisa Chamnarnwetch (Human Resources and Administration), as well as senior executives from Suvarnabhumi and Don Mueang Airports. According to the Airports of Thailand Act B.E. 2522 (1979), Section 26 grants the board authority to appoint an acting president when the position becomes vacant or the incumbent is unable to perform their duties. Mr. Kirati was appointed AOT President on 24 April 2023 on a four-year contract, selected during the tenure of the previous government. Despite reports of effective collaboration with then Prime Minister Srettha Thavisin’s administration, particularly in efforts to restore Suvarnabhumi Airport to the world’s top 20 within five years, his tenure ends amid growing scrutiny. Suvarnabhumi recently climbed to 39th place in the Skytrax World Airport Awards 2025, up from 58th in 2024, reflecting progress under Mr. Kirati’s leadership. However, speculation suggests that his resignation may be linked to allegations submitted to the National Anti-Corruption Commission (NACC) concerning irregularities in procurement processes. This includes the controversial cancellation of a wastewater treatment maintenance tender at Phuket Airport and accusations of favouritism in consultancy contracts. There have also been suggestions of lingering ties to the previous political regime. Further clarity is expected following the AOT board meeting on 23 April. 6. Picture courtesy of Khaosod. A devastating road crash in Chachoengsao province has claimed the lives of three people, including an eight-year-old boy, after a military transport truck collided with a motorcycle sidecar. One woman was also seriously injured and rushed to hospital. The incident occurred at approximately 14:30 o22 April, on Route 3481 in Moo 9, Mon Thong Subdistrict, Bang Nam Priao District. Police from Bang Khonak Station, medical personnel, and rescue teams, along with Pol. Lt. Gen. Kriengkrai Boonsorn, Chief of Chachoengsao Provincial Police, responded swiftly to the scene. Authorities found the army truck off the road in a grass verge, with the remains of the motorcycle sidecar completely destroyed and scattered across the roadside. In a nearby drainage ditch, the bodies of three victims were discovered: Mr. Rungkit, aged 25; Ms. Somchit, aged 56; and an unnamed 8-year-old boy. A fourth victim, a woman, suffered critical injuries and was immediately taken to hospital. Initial investigations revealed that the army truck was returning from a training exercise in Lopburi and heading back to its base in Koh Chan, Phanat Nikhom District, Chonburi. The military driver stated that the motorcycle with sidecar had veered across the centre line into his lane, and despite braking, he was unable to stop in time to avoid the collision. Relatives of the deceased explained that Mr. Rungkit had been driving the motorcycle sidecar, taking family members into the city of Chachoengsao to withdraw social security funds. The crash occurred as they were reportedly on their way home. The bodies have been taken to hospital for autopsy, and police are continuing their investigation to determine the exact cause of the crash. Legal proceedings will follow. Once the investigation is complete, the bodies will be released to the families for religious rites. Adapted by ASEAN Now from Khoasod. -- 2025-04-23
  7. Wild Elephant Dies After Becoming Trapped in Kui Buri National Park Picture courtesy of Matichon. 8. Picture courtesy of Matichon. A wild elephant believed to be between 50 and 60 years old has died after becoming trapped in a muddy waterhole in Kui Buri National Park. Authorities later discovered a bullet embedded in the animal’s body and signs of a severe internal infection, possibly contributing to its death. Mr. Anuchart Art-han, head of Kui Buri National Park, reported that on the evening of 19 April, a concerned local resident, Mr. Narong, notified park officials after spotting the elephant stuck in a muddy pool near Ban Ruam Thai, Moo 7, Hat Kham Subdistrict, Kui Buri District. The animal was still alive at the time, lying on its side in waist-deep water, struggling and raising its trunk. Park rangers attempted to locate the elephant using drones, but efforts were hampered by heavy rain and poor visibility. The following day, on 20 April, the team resumed their search and found the elephant in the same position, with slight movement in its ears, legs, and trunk. A veterinary team from the Office of Conservation Area 3 (Phetchaburi Branch) was called in to assess the elephant’s condition and assist with the rescue. The elephant died later that afternoon at around 16:30. On 21 April, officials from the park, local veterinary units, police from Yang Chum Police Station, and local district officers returned to the site to conduct a full examination of the carcass. The elephant was identified as a female weighing about 3,500 kilograms. Upon inspection, a 10 cm wound was found on the right hind leg. The elephant appeared emaciated, with cloudy eyes and pale tissue throughout the body. Using a metal detector, the team discovered foreign objects embedded in the body. A post-mortem revealed a rusted, spiral-shaped bullet and a spherical metal fragment lodged about 10 cm deep in the muscle tissue. A large abscess approximately 15 cm in diameter was also found near a knee joint, filled with pus. Signs of advanced infection were evident in the pale yellow tissue, trunk, tongue, and inner mouth lining. Officials concluded that the elephant suffered from a severe infection caused by the old, embedded bullet wound, combined with age-related immune weakness. The bullet was estimated to have been inside the elephant for over a year. Following the autopsy, the elephant’s remains were buried to prevent the potential spread of disease. Authorities continue to investigate the origin of the bullet and whether the elephant had previously been a target of poaching. Adapted by ASEAN Now from Matichon. -- 2025-04-23

  10. Picture courtesy of Workpoint. A 34-year-old man committed suicide in an incident believed to have been triggered by drug-induced paranoia and jealousy, after he violently assaulted his wife and mistakenly believed he had killed her. The incident occurred at a rented room near a restaurant in Village 12, Thung Sukhla Subdistrict, Si Racha District, on 22 April. Police from Laem Chabang Station, led by Pol. Sub-Lt. Issarapong Thaveeyoskeerati, along with local detectives and rescue volunteers from Sawang Prateep Sri Racha Foundation, responded to the scene. Officers discovered the body of Mr Wichet, who had hanged himself with a checkered cloth tied to a ceiling fan. It was estimated he had been dead for approximately five to six hours. His 32-year-old wife recounted that an argument had erupted earlier, fuelled by Wichet’s jealousy and paranoia after using drugs. He accused her of being unfaithful and demanded she resign from her job. The confrontation escalated into violence, with Wichet striking and strangling her until she lost consciousness. When she eventually regained consciousness, she found her husband had taken his own life, apparently believing she had died from the assault and, in a moment of guilt and remorse, decided to end his own life. Police suspect that the man’s suicide was a result of this mistaken belief. His body has been transferred to Laem Chabang Hospital for a detailed post-mortem examination. 12. Picture courtesy of Matichon. Fourteen crew members were rescued after a dramatic fire broke out aboard a pair trawler, causing it to sink in the Gulf of Thailand. The incident, which occurred roughly 12 nautical miles from the mouth of the Tha Chin River, prompted an urgent response from maritime authorities and nearby vessels. The Marine Department confirmed that the vessel involved was the Chok Phanitkit 4, a 122.26 gross-tonne pair trawler registered under number 397502232. According to reports from the First Naval Area Command (ศรชล.ภาค 1), the fire erupted while the vessel was operating at sea, sending thick plumes of smoke into the sky. Coordinates placed the incident at Latitude 13° 20.260’ North and Longitude 100° 23.427’ East. Fortunately, all 14 crew members were successfully evacuated by nearby fishing boats before the situation escalated further. Initial reports confirmed that there were no serious injuries among the crew. The First Naval Area Command swiftly coordinated communications through the Navy’s “Mod Dam Navy Radio” network and alerted provincial maritime agencies, including the Samut Sakhon Maritime Enforcement Coordination Centre. An emergency response team was dispatched, and the TRN 530 patrol vessel was mobilised with portable water pumps to assist in extinguishing the fire and prevent environmental hazards. The prompt response by local mariners and coordination among naval and maritime agencies has been credited with preventing loss of life in what could have been a far more devastating maritime disaster. 14. Picture courtesy of Khoasod. A 22-year-old hotel employee lost her life on the morning of 22 April, after her motorcycle collided with the rear of a soil-carrying truck in Prachuap Khiri Khan province. The victim, identified as Ms. Karittaya, was reportedly on her way to work when the fatal collision occurred. Police Lieutenant Wichan Klin-suk, an investigator with the Ao Noi Police Station, confirmed the incident took place along a rural road connecting Phetkasem Road to the Yang Sue Reservoir in Ban Nong Ya Plong, Ao Noi Subdistrict, Mueang District. Emergency responders from Sawang Prachuap Rescue Foundation and the Ao Noi Subdistrict Administrative Organisation arrived to find the victim lying deceased on the road. She had suffered severe head trauma. Her motorcycle, bearing Prachuap Khiri Khan registration, was found wrecked at the rear of a large soil transport truck, registered in Narathiwat province. According to relatives, Ms. Karittaya had just left home and was en route to her job at a hotel in central Prachuap Khiri Khan. Witness accounts suggest that the soil truck had exited from a roadside excavation site and abruptly cut across her path, leaving her no time to brake. The grieving family expressed outrage, raising concerns over ongoing excavation operations in the area. “There have been numerous near-accidents before,” one relative said. “We don’t even know if these digging and soil transport activities are properly authorised. They’ve caused constant disruption and danger for local residents.” Authorities have launched a formal investigation and are working to determine whether the excavation activities were being conducted legally and if negligence contributed to the fatal crash. The victim’s body has been transferred to hospital for further examination, and will later be released to the family for funeral rites. Police have vowed to pursue legal proceedings where appropriate. Adapted by ASEAN Now from Khaosod. -- 2025-04-23
  15. UPDATE China Railway Executive Granted Bail Over Nominee Allegations Picture courtesy of Komchadluek The Criminal Court at Ratchada has granted bail to Mr Chuanling Zhang, a 42-year-old Chinese national and director of China Railway No. 10 (Thailand), in connection with a nominee case linked to the collapse of the Office of the Auditor General (OAG) building. Bail was set at 500,000 baht, with conditions including a prohibition on leaving the country without court approval and mandatory reporting to authorities. 16. Mr Zhang, who owns a 49% stake in the company, was taken into custody by the Department of Special Investigation (DSI) and brought before the court for an initial detention hearing. He faces charges under Thailand’s Foreign Business Act B.E. 2542 (1999), specifically Sections 37 and 41, for allegedly using Thai nationals as proxy shareholders in a business activity restricted from foreign ownership. The charges also implicate the company itself for alleged complicity in the violations. The bail decision follows the court’s assessment of the evidence and the relatively moderate maximum penalty of three years’ imprisonment attached to the charges. Justice Minister Tawee Sodsong confirmed that the Chinese government has not interfered in the investigation and emphasised that the legal process will proceed independently. The Chinese Embassy has acknowledged Mr Zhang as an employee of a Chinese state-owned enterprise. Minister Tawee underscored that Mr Zhang’s status as a representative of a state-owned entity holds no legal bearing under Thai law, and insisted that the case will be handled impartially. He also noted China’s respect for Thai law and its willingness to support the investigation by sending experts to ensure compliance and assess the circumstances surrounding the building collapse. The investigation into the structural failure of the State Audit Office building continues and is being pursued separately from both the procurement-related and nominee cases. In a related development, the DSI is seeking court approval to detain three Thai nationals,Manas Srianan, Prachuap Sirikhet, and Sophon Meechai, accused of acting as proxy shareholders for China Railway No. 10 (Thailand). The three men surrendered to authorities and were interrogated for over ten hours. They deny any wrongdoing and claim not to have acted on behalf of the Chinese firm. Sophon has agreed to testify, while the other two have opted to submit written statements within 30 days. Investigators have raised concerns about inconsistencies between the suspects’ statements and documented evidence regarding shareholding, board changes, funding sources, and company management. The DSI is also examining links between the three suspects and another Chinese national, Bing Lin Wu, who operates a tyre import-export business in Thailand. Manas and Prachuap previously had business dealings with Bing and Mr Zhang, initially through Suntiphab Property before becoming involved with China Railway No. 10 (Thailand). Sophon claimed he was invited by the other two to become a shareholder and director. His lawyer assisted with clarifying some of the questions during the interview due to apparent confusion. Preliminary financial checks have revealed that the three suspects hold modest bank balances, some amounting to only tens of thousands of baht. Investigators are currently tracing financial transactions to verify the authenticity of shareholding claims. Adapted by ASEAN Now from Komchadluek. -- 2025-04-23

  18. Picture courtesy of ThaiRath. A much-revered statue of Tao Wessuwan, a guardian deity in Thai and Buddhist belief, was destroyed without prior warning at the entrance to Pong Ta Muk Temple in Phan Thong District, sparking outrage among local residents and devotees. The demolition occurred during road-widening works along the Phan Thong–Ban Bueng route. The statue, which had stood for over a decade, was reportedly torn down by construction workers without notifying the temple authorities or community leaders. The temple’s abbot, Phra Khru Witthayaphinan Yanangko, has expressed deep disappointment and has announced plans to file a police report against the contractor responsible. According to a Facebook post from the local page “Nong Hong Subdistrict, Phan Thong,” the incident took place on 21 April, shortly before midday. Workers employed by the roadworks contractor proceeded to demolish both the temple wall and two statues of Tao Wessuwan, ignoring standard protocol which requires religious statues to be ceremonially relocated with proper notice and consultation. When reporters visited the site, they found ongoing construction work and visible damage to the two Tao Wessuwan statues. Pieces of the once-proud guardian figures lay in ruins, leaving many locals dismayed. Mr. Amnuay Charoensuk, a 52-year-old local vendor and long-time devotee, described the statues as spiritual protectors that had brought a sense of safety to the area, even reportedly reducing traffic accidents. “I feel devastated. We built these with donations and reverence. Nearly 100,000 baht was spent. Now it’s all gone without any respect,” he said. One of the workers involved, 50-year-old Mr. Nawee Wairiab, admitted he had followed orders from his supervisor. “I didn’t mean to cause harm. I raised my hands in respect before starting the work. I apologise to the villagers, I was just doing my job.” The abbot confirmed that plans were already in place to respectfully relocate the statues as part of the road expansion. “Had they spoken to us first, we could have moved the statues easily. They weren’t even that large,” he said. “But to demolish them without permission, that’s unacceptable.” Community members are now demanding that the contractor fund the reconstruction of the statues and work with the temple to ensure proper religious procedures are followed. The incident has prompted widespread discussion online, with many condemning the lack of cultural and spiritual sensitivity. Adapted by ASEAN Now from ThaiRath 2025-04-23.

A case of domestic violence turned deadly in Sing Buri province in the early hours of morning, when a man allegedly set fire to his estranged wife’s home, resulting in the death of his 79-year-old mother-in-law, who was sleeping upstairs at the time. At approximately 03:00 on 22 April, Pol. Lt. Suwet Muangthong, an investigator at In Buri Police Station, received reports of a house fire in Nam Tan subdistrict, In Buri district. Fire crews from local authorities, including the Nam Tan Subdistrict Administrative Organisation, were dispatched to the scene. Due to the narrow alley where the two-storey, semi-concrete, semi-wooden house was located, fire engines had to enter in single file. It took firefighters about 50 minutes to bring the blaze under control. Sadly, one person was found dead inside the house, Mrs. Rai aged 79, who suffered from hearing impairment and had been unable to escape the flames. According to the homeowner, Ms. Anchalee aged 38, she had been living with her husband, Mr. Anek for about three years. She has children from a previous relationship, and tensions reportedly flared between her husband and the children. Ms. Anchalee described Mr. Anek as having a volatile temper and stated that arguments had become increasingly frequent. On 15 April, she said, she was physically assaulted by her husband, sustaining visible bruises on her arms. She added that Mr. Anek had threatened her, saying, “If I can’t live here, I’ll burn your house down.” On the night of the incident, Ms. Anchalee had gone to sleep at a friend’s house after her husband allegedly attempted to strangle her earlier that afternoon at her workplace. Only her elderly mother was at home when the fire started. Witnesses reported seeing Mr. Anek arrive at the house in a Nissan car, with another person. He reportedly entered the house briefly, then emerged saying, “I’m sorry, my love,” before driving off. Moments later, flames engulfed the home. Local police are now seeking Mr. Anek and plan to press charges related to arson and manslaughter. Adapted by ASEAN Now from Khoasod. -- 2025-04-23

A 17-year-old warehouse worker employed at Shopee lost his life in the early hours of morning after his motorcycle crashed into the rear of a parked pickup truck in Nonthaburi province. The fatal crash occurred on Kanchanaphisek Road, outbound lane, near the entrance to Wat Phra Ngoen in Bang Muang subdistrict, Bang Yai district. Emergency services from Bang Yai Police Station and the Ruamkatanyu Foundation were dispatched to the scene at approximately 01:30 on 22 april, along with forensic medical personnel. The victim, identified as Mr. Thanatphong Khamenka-na, was found deceased at the rear of a white Toyota pickup truck, registration Nonthaburi. His red-and-black Honda Wave motorcycle, license plate Nonthaburi, was lodged beneath the pickup truck. According to police and CCTV footage, the victim was returning home from work when he swerved to avoid a truck merging left from a U-turn. He lost control and collided with the stationary pickup truck at high speed. The impact proved fatal. CCTV footage also showed him narrowly missing another motorbike rider just moments before the crash. The victim’s older brother, who had been riding ahead of him, reported that both had just finished their shift at the Shopee warehouse on Soi Wat Sri Prawat and were en route to their home on Soi Ban Kluai-Sai Noi. He recalled seeing the truck merging and managing to avoid it, but his younger brother, whose motorcycle had no functioning headlight, was not so fortunate. He believes the truck driver may not have seen the approaching motorbike, causing his brother to panic and lose control. Picture captured from CCTV. Police have launched a full investigation. Officers have reviewed CCTV evidence and interviewed witnesses at the scene. Further footage from surrounding areas will be examined to determine the sequence of events.
