The Central Investigation Bureau (CIB) has arrested a notorious female fraudster involved in a sophisticated criminal network responsible for forging land title deeds and defrauding victims out of more than 100 million baht across multiple provinces. Officers from the Crime Suppression Division (CSD), led by Pol. Lt. Col. Korpong Wongsalangkan, apprehended the suspect, Ms. Rattaya, in front of a dormitory in Samut Prakan province. She was detained under an arrest warrant issued by the Thanyaburi Provincial Court on 12 March 2025, charging her with “forgery and use of forged documents.” Police investigations revealed that Ms. Rattaya was a key player in a well-organised criminal ring engaged in complex document forgery operations. The group’s primary tactic was the fabrication of counterfeit land deeds and powers of attorney, which were then used to deceive investors and land buyers. One of the most common schemes involved impersonating representatives of loan companies, persuading victims to invest or take out high-interest loans using forged land deeds as collateral. In some cases, legitimate land titles, obtained under false pretences, were used to fraudulently sell property to unsuspecting buyers, supported by forged documents claiming that the actual owners had authorised the transactions. In truth, many of the property owners had no knowledge their land was being used in such dealings. To bolster their credibility, the fraudsters orchestrated staged property transactions, misleading victims by claiming that “insiders” at the Land Department were managing the paperwork. Fake documents were then presented to convince victims of the transaction’s legitimacy. The fraud was widespread, with numerous victims reported in Surin, Buriram, Sikhoraphum, Rattanaburi, Tha Tum, and several other districts. The extent of the damage became clear when a group of victims joined forces and filed a complaint with the CSD on 19 March 2025. Many victims had lost life savings, believing they were investing in lucrative land deals or legitimate loan agreements. In some tragic cases, the emotional toll was so severe that victims contemplated suicide, though timely intervention by family members prevented fatalities. Authorities later discovered that Ms. Rattaya had a long criminal history, with over 20 previous charges, mostly involving fraud, use of forged documents, and repeat deception. Police believe she may be linked to a wider network of fraudsters operating across several provinces. Following her arrest, Ms. Rattaya was transferred to Thanyaburi Provincial Court for legal proceedings. The operation was conducted in strict compliance with the Prevention and Suppression of Torture and Enforced Disappearance Act, B.E. 2565 (2022).   3. Picture from responders. In a disturbing incident in Trat province, a man fatally drowned his 11-year-old stepson, stabbed his ex-wife, and later took his own life by hanging. The events unfolded on the afternoon of 11 April near a reservoir in Khao Saming district. Rescue personnel from the Sawang Boon Rescue Foundation in Trat were alerted at 16:00 about a suspected suicide near the reservoir. Upon arrival, they found the body of a man, aged 35, hanging from a tree with a nylon rope. He was shirtless, wearing long denim trousers, and a red Honda Wave motorcycle was parked nearby. A local resident who regularly brings his dog to the site for a swim, discovered the body and immediately alerted authorities. Soon after, a 31-year-old woman, referred to as Ms. B, contacted rescue officials and identified the deceased as her former partner, originally from Rayong province. She revealed that her 11-year-old son had been with him at the time of the incident. According to Ms. B, she and the man had been in a relationship for over a decade. Though they separated at the end of the previous year due to ongoing conflicts, the man continued to request visits with the boy, whom he had raised since early childhood. On the day of the incident, he contacted Ms. B to arrange what he claimed would be a final meeting with the child. The situation escalated into a violent altercation on a roadside in Bo Rai district, during which Ms. B was stabbed and later admitted to Bo Rai Hospital. Her son was abducted from the scene by the man. Later that night, at around 23:00, divers from the rescue foundation located the boy’s body submerged in the reservoir. His body showed signs of bruising. Investigators also noted muddy child-sized handprints on the man’s clothing, further supporting the theory that he had forcibly drowned the boy before ending his own life. The discovery was made on the afternoon of 12 April in the Ban Wang Crot area of Muang district. Rescue workers from Sanphet Phichit Foundation recovered the partially decomposed body near Moo 1, Ban Wang Crot, Ban Bung subdistrict. The deceased is believed to be a woman aged around 50. She was wearing a black T-shirt, black shorts, and a beaded Buddhist prayer necklace with an amulet encased in a plastic frame. A shoulder bag containing 520 baht in cash was also found with her. There were no visible signs of injury or foul play, and doctors estimate the woman had been dead for at least three days. Her body was transported to Phutthachinarat Hospital for a full post-mortem examination to determine the exact cause of death. Pol Col Lakh Rattanathawon, superintendent of Muang Phichit Police Station, confirmed that no missing persons reports matching the woman’s description had been received in the immediate area or neighbouring districts. Emergency responders discovered a white Mazda 2 overturned in the central reservation of the four-lane highway. Household belongings were scattered around the crash site. Inside the wreckage, a woman identified as Mrs. Kanokorn, 53, from Prang Ku district, Sisaket province, was found unresponsive. Despite efforts by rescue workers to resuscitate her, she was pronounced dead at the scene. Also in the vehicle were Mr. “Oo” 27-year-old the driver, and his wife, Ms. “Yui” aged 25. Both were wearing seatbelts and escaped without injury. Their six-month-old son, was found safely secured in a rear-facing car seat and was unharmed, not even showing signs of any scratches. According to the driver’s account, the family was en route to the mother-in-law’s home in Sisaket when he momentarily dozed off, causing the vehicle to swerve off the road and overturn. Initial police investigations indicate that all passengers, except for the deceased, were wearing proper restraints. The incident occurred in 2009, when Mr Athikom, accompanied by his wife and daughter, encountered two youths with whom he had a previous conflict. The youths allegedly threw objects at his vehicle and fired a gun in a threatening manner. Later, Mr Athikom was informed that the same group had returned and fired shots at a local internet café in Uttaradit. In response, Mr Athikom and his associates, including two men referred to only as Mr X and Mr Ek, drove to the scene. Upon arrival, Mr X reportedly ran to the front of the shop and fired a single round. The group then fled the scene in their vehicle. The bullet struck a female member of the rival group, who later died from her injuries. After years on the run, authorities traced Mr Athikom to Tha It Sub-district in Uttaradit, where he was arrested and handed over to investigators to face prosecution. The arrest operation was conducted under the direction of Police Lieutenant General Jiraphop Phuridech, Commissioner of the Central Investigation Bureau; Police Major General Teerachat Teerachatthamrong, Commander of the Special Operations Division; and Police Colonel Siwawong Damrongsatsiri, Superintendent of Subdivision 3, SOD. The suspect, identified as Ms. Thanyathorn, was wanted under charges of organising unauthorised gambling via electronic media, money laundering, and involvement in a criminal syndicate. She was apprehended at a resort on the island by officers from the Crime Suppression Division (CSD), operating under the CIB. The arrest followed an extended investigation into two illegal online gambling platforms that had been operating with a turnover exceeding 180 million baht. Several individuals connected to the network had previously been arrested, but Ms. Thanyathorn had fled to Poipet, on the Cambodian border known for casino operations catering to Thai nationals. CIB investigators later discovered that Ms. Thanyathorn had returned to Thailand and travelled to Koh Larn for a holiday. Acting on this intelligence, a police team was dispatched to the island where they located and arrested her at a resort. She has since been transferred to the Crime Suppression Division for further legal proceedings. The operation was led under the direction of Pol. Lt. Gen. Jiraphop Phuridej, Commissioner of the CIB; Pol. Maj. Gen. Wittaya Sriprasertphap, Commander of the CSD; and Pol. Col. Ekasit Pansita, Superintendent of CSD Subdivision 4. Former Deputy National Police Chief, Police General Surachate Hakparn, widely known by his nickname ‘Big Joke’, has submitted an appeal through a representative, seeking justice after being dismissed from the Royal Thai Police over allegations linked to online gambling operations. On 11 April, it was reported that Pol. Gen. Surachate authorised a representative to submit an official appeal to the Police Civil Service Protection Committee, after a disciplinary panel found him guilty of serious misconduct. The committee had previously concluded that he was involved in receiving money from online gambling websites and recommended his retrospective removal from office, a decision later ratified, on 11 March 2025, by National Police Chief, Pol. Gen. Kitrat Phanpetch. The dismissal officially took effect on 18 April 2024. However, under Thai police regulations, Surachate retains the right to appeal the decision within 30 days of being notified. The appeal process involves several stages: 1. Submission and Verification: If all required documents are in order, the case proceeds. If not, the appellant will be informed to rectify the issue within a specified timeframe. 2. Investigation and Deliberation: The committee may summon further witnesses or documents and allows both the appellant and the relevant police agency to provide additional statements or materials. 3. Committee Decision: Based on facts and legal analysis, submits a recommendation to the Police Commission 4. Final Ruling: The Police Commission has the authority to uphold, amend, or overturn the original decision. Its verdict is final within the administrative system. According to clause 24 of the 2009 Police Commission Appeals and Complaints Regulations, the committee may extend the review period twice, each for no more than 30 days, provided the appellant is informed in writing. This case is currently under appeal and its outcome will determine whether Pol. Gen. Surachate’s dismissal is upheld or reversed. Previously, close associates of Surachate, including Pol. Col. Kittichai Sangthawon (Deputy Commander, Songkhla Provincial Police), Pol. Lt. Col. Krit Priyaket (Deputy Superintendent, Samut Prakan), and two traffic and patrol officers, also filed their appeals to the same committee. -- 2025-04-13

Thailand’s Central Administrative Court has this week, ruled that the State Railway of Thailand (SRT) must comply with an arbitration award and pay over 4.2 billion baht, plus interest, to two private construction firms involved in the Red Line suburban railway project. The decision follows a long-running dispute over additional work costs (Variation Orders) incurred during the construction of the Red Line’s Bang Sue–Rangsit section. The court ordered the SRT to make full payment to Uniq Engineering and Construction Public Company Limited and Sino-Thai Engineering and Construction Public Company Limited within 60 days from the finalisation of the case. The case dates back to an arbitration ruling issued on 21 November 2022, under Case No. 79/2565, which found the SRT liable for outstanding payments related to contract No. กส.01/รฟฟ./2556, signed on 18 January 2013. The ruling required the SRT to pay: 1. Principal compensation of 4,204,286,694.83 baht for construction works and variation orders, plus VAT of 23,654,882.90 baht. 2. Interest on delayed payments at an annual rate of 7.305%, amounting to 929,211,622.11 baht as of 23 July 2022, with additional interest accruing from 22 July 2022 until full payment is made. 3. Late payment interest on a withheld retention amount of 180,651,350.64 baht, totalling 34,904,693.43 baht. 4. Compensation for expenses incurred during project extensions, totalling 680,057,076 baht plus VAT and interest. 5. Price-adjusted contract work compensation of 96,044,682.13 baht plus VAT and interest. The SRT initially contested the arbitration decision, claiming it violated public order and morality. However, the Central Administrative Court, in its verdict dated 30 April 2024, rejected the argument, ruling that the arbitration decision was within the contractual scope and not in breach of public norms. The SRT’s appeal to the Supreme Administrative Court was subsequently dismissed on 2 October 2024, rendering the arbitration ruling legally binding and final. With the court affirming the legality of the arbitration process and decision, the SRT is now compelled to fulfil its financial obligations under the terms of the ruling. Failure to do so within the 60-day deadline may result in further legal enforcement actions. This verdict underscores the growing accountability of state enterprises in large-scale infrastructure projects, particularly regarding contractual compliance and fair compensation for private sector contractors. -- 2025-04-13

Police in Cha-am District, Phetchaburi Province, confirmed that the incident occurred at around kilometre marker 14+100 on the Cha-am–Pranburi bypass, inbound towards Bangkok. Officers from Cha-am Police Station, emergency rescue units, and medical staff from Cha-am Hospital responded swiftly to the scene. The crash involved a silver Isuzu pickup truck, registered in Udon Thani, when the driver skidded off a curve in the road and crashed into a tree. The vehicle sustained heavy damage. Rescuers found a female passenger with minor injuries, identified as 52-year-old Ruangthong Treecharee from Khon Kaen Province. The driver, her husband Ratchaphon Tomlong, aged 61 from Udon Thani, was pronounced dead at the scene. According to initial reports, passing military personnel and good Samaritans assisted in rescuing the injured woman from the vehicle before rescue teams arrived to administer first aid. Emergency responders later recovered the driver’s body and transported it to Cha-am Hospital for a post-mortem examination. Ms Ruangthong told police that the couple had been en route to their hometown in Udon Thani to celebrate the Thai New Year when the weather suddenly turned. The incident occurred on 11 April, Police Lieutenant Colonel Chalermchai Nernthoni, Deputy Inspector of Investigation at Nang Rong Police Station, was alerted to a road crash involving a motorcycle rider who had veered off the road and collided with a tree. Emergency response teams from the Chumsaeng and Nong Bo Subdistrict Administrative Organisations, Nang Rong Hospital, and the Buriram Highway Police Rescue Unit were dispatched to the scene. The crash took place near Saphan Khao Bridge on the Ban Salao – Ban Khok Krasang road in Chumsaeng Subdistrict, Nang Rong District. The vehicle, a motorcycle with a sidecar, had sustained heavy damage. Two men were found injured at the scene: Mr. Suchart, 42, who was critically injured and later succumbed to his wounds at Nang Rong Hospital, and Mr. Witsanu, 27, who suffered a badly broken leg but survived. Eyewitnesses reported seeing the two men riding erratically prior to the crash. Both were known locally and were often seen drinking together. Residents said the pair appeared heavily intoxicated and were swaying dangerously on the road before they lost control and struck the tree. The motorcycle belonged to Mr. Suwan, 72, who had parked it earlier that morning while attending a merit-making ceremony at a relative’s house in Khok Phluang Village. He left around 10:00, to tend to his cattle, only to return and discover the motorcycle missing. After alerting the village headman and searching in vain, he reported the theft to the police. Hours later, he learned that the stolen vehicle had been involved in the fatal crash. The victim, Mr. Thanat, was ambushed and stabbed multiple times by a group of more than ten youths. Authorities are investigating the motive, with early reports suggesting his belongings, including an iPad, mobile phone, and bag, were left untouched, but his engineering workshop jacket was missing. Mr. Thanat was a fourth-year student at a Rajamangala University of Technology and was undergoing an internship in the Bang Phun area. He had reportedly finished work and was believed to have stopped to buy food before returning home when the attack occurred. Eyewitnesses stated that a group of teenagers surrounded and assaulted the young man before fleeing the scene. The student suffered fatal stab wounds to the right side of his torso, right wrist, chest, abdomen, and left arm. Mr. Theerasak, the victim’s father, expressed deep grief at the scene. He revealed that his son, who was his only child, had not contacted him after work as usual. He only learned of the tragedy when contacted by authorities. Mr. Chokthanawat, a colleague and close friend of the victim’s father, shared that Thanat was a diligent and determined young man who was working hard to complete a report for his internship. “He was just talking to me earlier today about how proud his father was and how he had to stay focused on his career. It’s heartbreaking. He didn’t deserve this,” said Mr. Chokthanawat. He also explained that Thanat typically parked his vehicle at home and commuted with him to the internship site. They had dinner together the evening of the incident before parting ways. Later, Mr. Theerasak called to inform him of the attack. The case has raised concerns about youth violence and safety in the area. While the attackers’ motive remains unclear, the missing workshop jacket has led investigators to consider whether the assault was related to university rivalry or a targeted theft of the symbolic garment.
