You cannot explain them because you do not have an explanation. Jared Kushner talked about a "Gaza Riviera" at Harvard University on Feb 15th 2024. The paper to which you refer was published some time after that, in July 2024. This is incontrovertible. It went to the Trump people because they have been working on it for a while, even during the first presidency.

Again, how do you explain that fact that Jared was talking about it on February 15th 2024? You are suggesting that the idea was only published in July 2024? Either way, you are only bolstering my assertion that it is a plan and not a negotiation tactic.
