Tourists like to have a relaxing evening walk along waterfronts. This city government does not get it at all. For example the nice promenades in Vietnam. Also Mazatlan, Mexico has a nice seaside promenades. It's not complicated. But the city has not a clue. And it's going to be the downfall for the demographics they are seeking
