You should be able to apply for a 60 day covid 19 extension. It might though depend upon the office where you apply since the do a have discretion about issuing them. -

Are you sure you looked at the correct non-o visa. For a non-o visa you only need the equivalent of 20k baht when you apply at the embassy in London. Look here on the e visa site: https://thaievisa.go.th/non-immigrant-o -
You take a bus to Nong Khai and then cross the bridge to Vientiane on the shuttle bus.

You have to do the 90 day report to the designated office for where you are living. You can only do the report at the Chiang Wattana office in Bangkok.

Laos probably would be cheaper since it a easy trip by air to Udon Thani and by land to the bridge in Nong Khai. Also the embassy in Phnom Penh is not know to be a good place to get a non-b visa. Unless it has changed you would have to wait for about 5 days for to be approved. -

Immigration requires you to have insurance form a Thai company when applying for a extension of your OA visa entry. -

Will you be going someplace to apply for a visa at a embassy or consulate? Or are you just wanting to leave and re-enter the country visa exempt? -
You can change the reason for your extension of stay from working to retirement. You would need a letter from your employer stating the the day you will no longer be working to have you current extension canceled and apply for the new extension based upon retirement. It is not possible to change non immigrant visa categories without leaving the country.

The $100,000 insurance with covid 19 coverage has been mandatory for a Non-OA visa application at a embassy or official consulate since October of last year. -

1. A non-b visa and extension of stay based upon investment applied for at immigration requires a 10 million baht investment. The 10 millions baht can be in a fixed term bank account, government bonds, a condo purchase or all 3 combined. Your wife could get a non-o visa for being a member of your family and a one year extension. 2. The LTR visa has not been finalized yet. 3. Best for you to apply for the children's non-o visas if possible before arriving since immigration does not do non-o visas for family members of a person on a extension based upon retirement. -

It can depend upon where you apply for the STV. Some embassies and official consulates have raised the medical insurance requirements to $100,000 that includes treatment for corvid 19. Others still use the 40/400k baht insurance and the $10,000 of covid insurance now required fo the Thailand Pass. -

1. There is no requirement to transfer 65k baht into the country unless you are using that option for financial proof. There is no requirement to keep all of the 800k baht in the bank other than 2 months before your apply for your extension and 3 months after you apply. After 3 months you lower it to 400k baht until you top up your account to 800k baht again. 2. and 3. are not needed if using the 800k baht option.

I assume you have a extension of stay issued by immigration not a valid non-o visa. If you your extension expires while you are out the country getting a non-o visa at the embassy or one of the 3 official consulates would be a good option. I was writing about entering with a re-entry permit not a new non-o visa. If you enter with a non-o visa you would need to have the 800k baht in the bank for 2 months on the day you apply for the one year extension of stay. At most immigration office you can apply up to 30 days early or 45 days. There is no minimum number of days to do the extension other that the day your permit to stay ends. -

1 and 1a is correct. 1b. You have to have a non immigrant visa to apply for the one year extension. That is why you have to apply for a non-o visa at immigration. 2. No financial proof is needed to enter the country with a re-entry permit keep to the remainder of your extension valid when you enter the country. You only have to prove having 800k baht in the bank when you apply for a new extension of stay. -
