There is no written 180 day rule. That is just a false reason for denying entry to the country that immigration has used. -
You do not need to show the 400k baht in a bank for 2 months to get the 60 day extension. Have you looked at the requirements to get a non-b visa based upon working at Savannakhet. You cannot apply for any extension at a embassy or official Thai consulate. You can only apply for extensions of stay at immigration.

A 90 day report in person has to be done at your local immigration office. You can do it by mail or online from anywhere. -

Yes No letter is needed and you complete a affidavit to select the reason you need the extension. You will have to do the 30 day extension before you apply for the 60 day extension. -
I am confident immigration will not do it for you. It does appear that the Swiss embassy or one of the consulates will do it for you. Exit and re-entry w/ 1 year Edu visa

You will need to apply for a re-entry permit to keep your extension of stay (it is not a visa) based upon attending a school valid when you enter the country. The re-entry permit and be applied for at your local immigration office or at either airport in Bangkok when leaving the country. You will need a completed TM8 form for the application with a 4X6 cm photo attached. Download: Fillable TM8 re-entry permit form.pdf -
You do not need to send the originals. Your wife should sign the copies of her ID card and house book registration sending them to you. You can sign the marriage certificate after you get it. It would be best if she could scan them instead of a photo.

Are you asking about applying for a non-o visa based upon marriage to a Thai at a embassy or consulate. You can also apply for a non-o visa at immigration. Or are you asking about applying for a one year extension of stay based upon marriage to a Thai applied for at immigration. If yes this my general list of requirements. If you still have a valid Non-OA visa that is expiring you can leave and re-enter on or before the day it expires and get a new one year entry. If you are on a extension of a permit to stay from a OA visa entry you can extend it up to 30 days early or 45 days at some offices. Are you aware the insurance requirements are increasing on September 1st. You will need $100,000 of insurance coverage that also covers covid 19. Info here: https://longstay.tgia.org/guidelineoa
