You can do it with a visa exempt entry and the 30 day extension of it. Having a account at the bank already should help opening another one if needed. You old account may still be valid if you had enough funds to pay the service charges for a inactive account. -

It might be best to enter with a tourist visa since you need to sort out your bank account. -

Savannakhet Visa based on marriage

The official consulates in Penang and Kota Bharu in Malaysia were also issuing them but did want some financial proof. Savannakhet was not issuing a multiple entry non-o visas for being the parent of Thai. They only did single entry non-o visas. At one time they issued them but only if the child and the mother were with a person when applying. -

That is a requirement for a Non-OA visa. The best thing to do may be to enter visa exempt or a tourist visa and apply for the non-o visa at immigration.

E-visa from UK ticket issue

You should upload the ticket to Saudi to prove you are starting your trip from the UK. -
METV, a thing of the past ?

You can only apply for a METV in your home country. It is hard to find on the e visa site but the METV is still being issued. It will be possible to get a SETV in neighboring country soon. Laos has started opening up and people have already gotten visas in Cambodia. All the honorary consulates are shutdown at this time. Official Thai consulates are open. -

Non O-A extension health insurance requirement

There is nothing in the rules that states a grandfathering clause for those with a OA visa issued long ago. Phuket immigration had a rule that allowed it but not sure about now. -
You transport entering by land is not required for a Thailand Pass. Select by land here on the the Thailand Pass for more info. https://tp.consular.go.th/ Choose no quarantine or quarantine and you will find a drop down menu to choose the border crossing you will be using on the registration page.
