I dont think that was the point-- Lacessit. Economically it was open that was the agreement-- anyone could set up Business there. I had 2 friends who were importing 2nd hand Levi Jeans into Poland I month after the agreement. All the houses in east Berlin where given back to previous owners (or relations of ) But to let it Join an military organization (basically run by America) wasn't quite part of what - NOT AN INCH TO THE EAST meant.
