Instructions were in Thai, below is what my partner could remember two days later. No going to market or cafes, have to have things brought to where you are.
Report to puu yai baan or tessaban for screening and to fill out form
Use mask
avoid elderly and vulnerable
Use separate rooms
self isolation
clean well
hand washing

Yesterday I flew into CM via DMK with my Thai wife. We had been on Samui since mid March. Here is a report.
Airports pretty empty, and by far the cleanest I have ever seen them. Social distancing measures mostly in place, with pretty much all seating areas marked to create gaps between people in terminals. Some queuing areas had lines on the floor to show spacing in line. Never been a fan of Nok Air, but they did a pretty good job, and were definitely trying hard to be helpful and safe. Government mandates kicked in on May 1 and not all seats on planes were sold, middle seats not booked as per mandate (although when I booked the seats on line they appeared as all available). Weakest part of efforts were boarding and deplaning. Disposable paper seat and armrest covers were given to each passenger to put on (and take off after flight was over) themselves. Each person was given a squirt of gel on their hands at the departure gate with the covers.
During the flight to CM (but not the one to DMK) a form was passed out to fill in with your information for 2 week isolation period, along with a handout of instructions. This was then collected in flight and you had to do it again in the baggage collection area. There was a whole gaggle of quite friendly and seniorish police to assist. The vaunted app was ‘not neccesary’. I don’t know why, maybe the difference between domestic and international travel, maybe the software crashed, maybe it was too much trouble. Reporting to local authorities at residence required but left to you. I let my wife handle filling out the form (since didn’t know the address to write it down). There was plenty of assistance for non Thai speakers and much of the form was in 3 languages. I have no idea what the situation would be if you didn’t have a residence and needed a hotel.
Taxis were available (and touted). Parking lot was open, we had friends drop off our vehicle for us. Once we filled in the forms and gave them back there was seemingly no further control on us and we left.
If you are in the super careful group, all the precautions taken were not enough, you are still risking exposure. If you are in the ‘it’s no worse than the flu’ camp, the precautions would be irritating but not overly difficult, and you can do your travel without jumping through too many hoops. For me, it was a chance to get to where I wanted to be for the short and medium term. More exposure than my going food shopping, but comparable to my wife still going to work on Samui, as she was doing.

Can this be done online when changing provinces without going to an office, at least potentially? Just to be sure i understand.

Sounds like s good idea. Owner is a Thai expat residing abroad, however.

I didn't see a first hand report about this yet, but i assume it will work about like this:
You need a person who picks you up, confirms that you stay where you say you stay, and that they will buy food for you while you are in quarantine. They probably also want to have the number of the "poo yai baan", to inform him that you need to be monitored. The "poo yai baan" should also be asked before, because maybe he will be asked if he thinks that it's safe if you stay there.
In case you don't have such a person, you will probably be sent to one of the quarantine hotels.
Thanks for your reply. This sounds like some of the press release material the government has given out, so totally plausible. My information came from my wife calling the AOT office at Chiang Mai airport this morning. Hope someone weighs in with a first hand report. I would be going to a private house well outside of town.

I hope to arrive into CNX on May 1 from DMK. The info I have is that I don’t need any physical documents upon arrival, but that I need to download and update info on a certain app. After that, I am free to leave to go into self isolation at my residence. And that there are still taxis operating.
Does anybody have recent experience or actual knowledge about this? I will be at a residence I haven’t been registered at before, how does that figure into their requirements?

Google shows Tapee Pier as being next to Surat town. Does that mean the Lomphraya ferries are not running?

One big advantage if still honored is/was being able to hold a reservation without payment until two hours before first flight. Also true for the second flight if you book two one way flights instead of as a round trip.

Was there yesterday as well, can confirm the all day long lines which only shortened the last part of the afternoon. Seemed like besides the usual moderate number of people doing annual extensions, 90 day reports (done in small batches out of the queue as described), and Thai guys with handfuls of workers’ passports that the huge numbers were mostly people getting extensions for shorter visas. Certainly a few facing air cancellations just as their permission to stay was up. Immigration didn’t have an answer for the last group yesterday. Most of the staff were working quite hard and getting a lot done all day.

It can be pretty hard to see someone in a kayak from another small boat. Safety equipment can or should include a mirror and waterproof strobe light for signaling and a whistle, all to attract the attention of passing boats (not many planes likely to be looking for you around here). A phone in a waterproof case and someone on shore who knows you are out there is a good idea as well. The best safety advice I would have for you is to practice capsizing and getting back into the kayak. Practice until you are confident, it will happen sooner or later. You should also have a leash to secure your paddle to the kayak, or you may be faced with swimming after your kayak while the paddle is blown away from you.
That being said, these are preparations for worst case scenarios. It’s usually pretty easy around there, the one time I went to the islands it was easier than I expected despite some moderate wind and waves. Good luck with your fishing.

The Five Islands on the West side very much off limits because of birds’ nest concessions. Currents between Samui and close by smaller islands tidal dependent. If new here, note that patterns of tides have a different cycle than most if the world’s seas. Honest.

Was just privileged to hear a talk at one of the best elephant care facilities in Thailand. Two simple points: a structure on top of the elephants spine is injurious, and any activity that the elephant is ordered to do which has them lift two feet up at the same time can lead to falls and injuries that they may not ever recover from. My own observation is that while the ‘hanging out with elephants’ tourism industry is far from a perfect world, elephants are quite expensive to maintain (so there needs to be a source of funds) and that many of the customers taking part in these less exploitative commercial activities still find it to be satisfying and memorable.

Air Asia ticket prices are pretty variable. Might be a lot cheaper if you were able to book further ahead for a future trip.

Potentially cheap to go to Surat, fly Air Asia to KL, then second flight to Kota Baru. KL flight will be or already back on schedule. Herbert has discontinued his charter flights but is a whiz on visa front.

And after the extension is granted is there a requirement to keep all or some of the 400,000 in the bank for a period of time?

Got an extension of permission to stay based on marriage this year for the first time. I was planning to leave the 400,00 baht in the bank all year so as not to fall afoul of the confusing seasoning requirements, especially the post extension part. Now I have a short term cash crunch and using 50,000 baht of that would be easier than other options. So, after these few months, do we have clarity on when you need to have the full amount in the bank before applying for your next extension (seems pretty clear it is 3 months, correct?) and also how many months after the extension I need to have the money in that account. I did the extension in March. Thanks for your help.

Flying into CM on May 2
in Chiang Mai

We got to destination at 4pm Saturday. Today went to Tessaban and realized it was a holiday. Went to Puu Yai Baan and gave info (he didn’t have the form there). We asked if we could go to our garden (where we are building a house, which he knew) and he said yes, but no stopping anywhere else, just directly there and back.
So no chance yet to be checked on. Reports from other provinces seem to indicate public health officials are checking people.
