I had this problem before. The bearing was gummed up. Hold the blade with a towel and grab the base. Turn anticlockwise and it should unscrew. Wash with hot water and see if it will turn. As i remember it was a plastic/rubber bush and i added a bad of silicone grease.

Because they do not care and take the path of least resistance. You should not have left until they had changed the filter. Find a new shop and don't give gifts.

My wife is dealing with them as i am out of the country at the moment. She called several builders, most did not turn up. The ones that did were not interested in small jobs the others measured up and did not bother to send a price as agreed. The builder we used was from Facebook, his page shows pictures of nice work he has done. He came on time and gave the price on the spot. The work started 2 days later. Unfortunately, he has tried to get away with supplying low quality products. My wife is trying her best to deal with the situation, but she suffers from Thainess!

Paid 6k upfront, still have 6 to pay.
