Without wishing to sound factious, probably whatever they think they can get away with, if you have high end insurance you might find yourself in the Four Seasons (once you've had your nasal passages pillaged multiple times) , if you're paying your own way without insurance then a tent at the bottom of someone's garden is more likely ????

There is a mention at the bottom of this that says it doesn't apply to Samui or Ko Phangan...but apparently the police were out last night enforcing the no alcohol policy...to be clarified...
