I think they usually run away to give the drugs or alcohol time to get our of their system or to at least allow for some time to sober up. There doesn't seem to be much of a penalty for fleeing the scene so what's to stop this from happening? No accountability no enforcement

i say implement martial law in almost every western country to reform the mess that the politicians have created through their corrupt selling out to the banks and big corporations. Set it up so politicians are responsible for the crimes they commit against the people they are there to serve and then start putting their <deleted> in jail where they belong.
