Nonthaburi inspection centres lose licences over false certificates

The Department of Land Transport (DLT) has revoked the operating licences of three vehicle inspection centres in Nonthaburi after finding that roadworthiness certificates were issued incorrectly, including in cases where no inspection took place.

The action, confirmed by Thitipat Thaijongrak, director of the DLT's automotive engineering office and the department's spokesperson, follows offences uncovered during July and August. Seven supervisors responsible for the inspections have also had their identity cards cancelled.

Certificates issued without proper checks

Regulators found some certificates contained results which did not correspond with the vehicle presented at the centres. Other certificates had been issued despite the vehicle not being inspected at all.

The Nonthaburi Transport Office has been instructed to lodge criminal complaints against all those involved. The alleged offences fall under Sections 76 and 158 of the Land Transport Act 1979, carrying a possible prison term of up to two years and a fine of up to 40,000 baht.

An operator whose licence is revoked cannot apply again for five years. An inspector whose identity card has been cancelled must wait three years before reapplying.

Nationwide action continues

The three Nonthaburi closures bring the national total of inspection centres shut down to 87. Provincial transport offices have been ordered to continue random reviews of records, on-site inspections and regular operator briefings, held both in person and online.

Thitipat said the department would deal firmly with breaches because inspections are linked directly to public safety and all centres must work transparently.

This is great news if it holds and they continue it.

My neighbhour had a burnt out wagon, it gave of black smoke like it was on fire, and made so much noise that you could hear it a mile off. Yet every year his local garage would give the car of a good to go pass certificate !!!!

I'm guessing that this is very much the tip of the iceberg. I also wonder why this place got singled out too!

Did the brakes and all the lights work? My test centre has a brake test dyno where they put a load on the brakes.

They stick a probe in motorcycle exhausts but never seen them do it for my truck.

Your idea of a burnt out wagon is definately not the same as mine!

Even India takes car emissions very seriously, and it is one of the polluted countries in the world. China has improved massively if you go there these days.

Car emissions is one thing that is in the lever of the governments to control. They may argue they cannot do anything over burning crops smoke that flies over, but they can control this, but chose not to.

All it would take was traffic police to stand outside any main busy street, and visually inspect any vehicle emitting black smoke and remove it from the road then and there. But how can they when they have public red busses on the streets being the worst offenders.

Hardly singled out when there's been another 84 inspection centres already closed.

I lived in India for a few years, and I take that with a grain of salt. Make that a kilo.
"Very seriously" means higher amount of baksheesh.

Delhi state itself .... there are stiff prosecutions against any car garage who isssues a fake pass certificate. Any car that has visible emissions is taken immediately of the road, and the garage that passed it can also be prosecuted in certain circumstances . There are also regular tests. Delhi is one of the most polluted cities in the world due to the smoke that comes from the north.

My gardener turns up in something from a scrap yard. Doubt it even has a test certificate, dodgy or not.

I'd like to know what the typical denial of certification ratio is. Probably close to zero, helped along by a few pieces of the local fiat currency greasing the inspector's palm when Som-Chai fronts up with a rust-bucket mobile family heirloom. coffee1
