If concerned Thai citizens are so worried about Pattaya's family image then why are they putting these videos online? Obviously this is free publicity of the sort they would not want. At 4am one perverted fisherman saw them. After he posted the video who knows how many thousands now know about this.

This is why they have private beaches in the Hawaiian Islands.

The population density in Patttaya is just too high to permit lewdness, of any kind.
