A person that lost his passport outside Thailand. And it had 1 year retirement extension, re-entry permit and the date of his permission to stay in it. Can he get those stamps back in his new passport when he arrive in Thailand. And what exactly should he do?

He lost it when he went home to his home country, and he got a new passport after that

He would not be able to have his extension and re-entry permit reinstated at the airport on arrival.

He would get a 30 visa exempt entry if he qualifies for one. Then go to the immigration office that issued the extension and re-entry permit to have them reinstated. He would need proof (police report) that he lost his passport outside the country. Having copies of his extension, re-entry permit and etc would help. They would then cancel the 30 day entry and change the entry to the date his extension expires.

Depending on how long he had left to go on his retirement extension maybe the most practical course of action would be for him to start afresh with a new non-O visa in his new passport (if he can obtain one in his home country which he can if he is a Brit and in receipt of the State Pension).
