Thai freeholder's responsibility to report Farang re-occupancy movements.

Excuse me if this mater has been covered previously.

My question is not regarding the legal responsibility of an expat Farang alien, rather the Thai freeholder who's accommodation he is occupying.

That is the Thai Freeholder's responsibility to notify the local immigration authority of his exact movements, in so much that in the event he had previously departed the property for some reason, and now he returns, that they are under some kind of legal obligation to notify the authorities of this return.
Seeming his departure is covered by others, airport immigration or hotels.

My first question is where in Thailand is this currently being enforced.
The Thai form for Thais to complete and present is the TM 30.
Finally failure to do so, has resulted in what consequences for the Thai Freeholder?

So many threads on this topic. Have a look through them allin a nut shell it is the house masters resonsibility to report an alien staying at his/her property to immigrstion by way if a TM 30. Failure to do so would result in a fine which is Usualy given to alien when he goes to immigration to do ext/90 day report ect. 

I just took it out of the rent the next month on the one occasion i was fined some time ago.

However you have to check with local immigration as to whether they reuire a TM 30 every time said alien leaves the country some do some dont.

How receptive were the accommodation owners to that?

Is it legal that an immigration officer can impose a fine on a Thai national? After all immigration police are there to police foreigners. Been here 12 years and they've never bothered me regarding the TM30. My missus does my report 3 months ago and they fined her 500 Baht. I'm somewhat confused.

Of course it is legal for them to fine a Thai national or a Thai company for a violation of the immigration act.
