Stores’ beer-dispensing machines a ‘grey area’ in law

THE BEER-DISPENSING machines set up at several Bangkok convenience stores this week were in a legal “grey area”, experts said yesterday.

Meanwhile, executives at the famous convenience retail chain agreed to temporarily halt such sales pending a discussion with their bosses following a complaint by anti-alcohol advocates.

Thai Health Promotion Foundation deputy manager Dr Bundit Sornpaisarn said the beer dispensers had originally been deemed legal as long as the logo was kept out of sight.

However, convenience stores were normally licensed to sell what people had to drink at home – therefore the machines currently selling beer fell into a grey area, he said.

“Once poured into cups, people have to drink it right away for the taste so they might end up drinking in the shops or in their cars,” he said. “Drinking alcohol in cars means a violation of the Alcohol Control Act 2008’s ban of drinking in vehicles and also poses a greater risk of road accidents.”

Stop Drink Network director Songkran Pakchokdee said it remained unclear if the convenience stores’ beer dispensers were legal or not and would be up to a court to decide. As no state officials had yet sought a clear definition, it would need experts to discuss the matter.

Songkran said it wasn’t right to let alcohol be freely sold as even one glass could undermine a person’s decision-making ability.

“Illegal or not, this machine producing beer would contribute to the increasing number of drinkers, especially youths, so convenience stores should be aware and have a sense of social responsibility,” he said, adding that the idea of allowing beer-selling dispensers at nationwide convenience stores worried him.

On a recent visit to the Bangkok chain-store in question, a reporter saw a customer simply pay a shop assistant, who then pressed the button on a dispenser to fill a cup of beer for him. The shop also had seats available for people to use for as long as they liked. Faced with criticism, the store has since covered the beer dispenser with a white cloth to conceal its logo.

Meanwhile representatives of the Stop Drink Network and the Youth Network Against New Drinkers yesterday submitted their objections in a letter to executives at the convenience store. They called for the beer dispensers at its branches to be scrapped.

They said such sales didn’t require clerks to check on customers’ age or drunkenness and would therefore boost youngsters’ access to alcohol and cause more alcohol-related deaths and casualties.

The group also urged the Public Health Ministry to provide a clear definition in relation to the alcohol dispensers and prohibit beer sales via dispensers at convenience stores because it should be only available only at licensed dine-in restaurants.

Mid-level executives initially promised to halt the sales temporarily pending further discussion with top management and the social trend.

Yep, while sitting on the steps right next to the guy drinking from the large bottle of Leo, the one drinking from the large bottle of Singha, and the one drinking from the bottle of lao khao that they bought in the same 7-11.

There use to be convenience stores in Phnom Penh that served pitchers of beer for B60.  We would get on either on the way out or on the way home.  There were a few benches and chairs outside.  It was great fun.  Sadly today nobody is responsible for their own actions.  Other than one Japanese beer, there is not much that is drinkable in Thailand anyway.

I,m just waiting for 7/11 to start selling draught beers at 15 Bht, this could be the end of Pattaya,s nightlife bar scene :(

That's how much a glass of draft goes for in Phnom Penh. Even less in Hanoi.

I don't think we need any more Drunks on the road in this lawless country

It doesn't make a difference. Those who drink and drive do it without a draft beer, they drink canned or bottled alcohol!

If they rule these machines are illegal and 7/11 starts selling them - I am in the market for one - seriously!!  It will look good in my living room.

Anyone that has owned a bar that serves draft beer knows there is high maintenance and cleanliness for the machines, lines, and hardware - perfect adjustments between bottled Air and Beer has to be done, plus the beer has to be kept very cold,,,,,,,,,,,,,,,,,,can 7/11 garauntee this???  I doubt it.  I won;t be rushing to my neighborhood 7/11 for a draft beer anytime soon.

This is such a two faced country, I have travelled the length and breadth of Thailand - yes literally, and have seen people all over this fine upstanding Kingdom imbibing Lao Khao at breakfast. And they worry about a beer machine in 7/11, sad <deleted>.

The authorities have concerns about selling draught beer from 7/11s

I cannot see where your "two faced" allegations come from

The Lao Khao breakfast drinkers are not the ones making the rules.

You can buy a  beer in the same containers as milkshakes in McDonalds and KFC etc in Brazil. Milkshake for the kids and a beer for dad.

Where is the problem? I didn't see any drunks in the shopping centre...at least not until late one night when it was Aussies versus South Africans...I should dd no kids or anyone else around at that time. Sat at a table with a tap and liter meter and a glass washing thingy. We...the Aussies won. Went to the Love House after that...great night out!

It was all after 9pm....hahaha...different culture...different country  - -no punch up and I didn't have a kebab either...you need to get out more and stop projecting your values onto other cultures.

But I doubt you will.

It was all after 9pm and  no kids around....hahaha...different culture...different country there was "no punch up" and I didn't have a kebab either...did have a lovely Brazilian girl (actually german/russian heritage brazilian girl...they are so hot, 6 foot, blonde hair and blue eyes but with the brazilian upbringing...absolutely hot!) you need to get out more and stop projecting your values onto other cultures.

Some people can handle a few beers.

But I doubt you will.

If you do ever get out of your bubble I would recommend Curitiba as a starting point....many japanese emigrated there and now there is a population of brazilian/japanese girls....Jazillians as they are known......so hot and sweet!! and then head further south to the Germanic/Russian areas.

Try it..you might like it!

Been there done that, got bored of it .

I did find the alcohol feuled existence, coveting with prostitutes to be rather superficial

I avoid them these days and prefer a life of sobriety
