Chumphon placed under heavy rain, flashflood warning

The Centre for Flooding, Storm and Landslide Monitoring in Chumphon warned people of heavy rain and possible flash flood and surface flooding in the province from tomorrow (Oct 29) until Nov 2.

 

It says during Oct 29-Nov 2, strong northeastly monsoon will flow across the Gulf of Thailand and the South while the low pressure trough will be strengthened as it moves from lower South China Sea to the Gulf of Thailand and the South on Oct 31.

 

This will result in increased rain in the South from heavy to very heavy rain in some areas and high waves of 2-3 metres in the Andaman Sea, and over 3 metres in areas hit by rain storm.

Can anybody please explain how a location such as a village, town city, etc. can be PLACED UNDER such a meteorological condition.  Can Thais really move a place from one geographical site to another to meet this condition?  Doubtful but maybe we can live and learn especially when Thailand is now the HUB of so many things and Pattaya is soon to be the hub of sports when, and if, the marathon attracts so many potential spectators.  Incidentally, just read that somebody wants to make HUB for HERBS but cannot find any more about this scheme.  Is that another fantasy?
