Is it likely to get a new SETV in Penang with my visa history: SETVs from P.P., HCMC, HCMC, and Vientiane, all back-to-back?

I believe you will get your visa. I also believe it quite probable they will give you the red stamp that makes it difficult to get any more tourist visas until you get a new passport. (Your only option might then be Savannakhet.)

Thanks. I'm also considering Yangon: anyone who went there recently with previous SETVs?

Had my fourth SETV in my previous passport last year. 

 

One guy in front of me was missing something (I believe exit ticket not sure), and they made him write on a sheet of paper his travel plans and sign it. That tells me they are quite flexible when a document is missing, and overall they were friendly and professional.

 

I'd still advise to take all the documents stated on their website, but it's a good Embassy for a run.

 

The place itself (Yangon) is not exactly my cup of tea, but that's a different story.

 

This is as of April 2017. Maybe someone else has more recent updates.

(Documents needed for Tourist Visa:)

 

Additional documents for first-time application/holder of new passport

1. letter of employment (for employee) or company registration (for business owner)

2. invitation letter (if any)

3. evidence of sufficient financial means to visit Thailand

(estimately 800 USD/person) or prove of properties or letter from guarantor.

4. Copy of previous passport (if any)

Additional documents for applicant who has had extension of stay or many entries to Thailand

1. letter of employment (for employee) or

2. company registration (for business owner) or

3. Guarantee/invitation letter from company in Thailand

They ask for flights out of the country, financial proof and proof of accommodations. They are very strict on the requirements.

My experiences in Yangon were good. I received a tourist visa there most recently in July 2017 with many previous tourist visas in my passport. At that time, the requirements were flexible.

That's good. Sadly, those requirements seem to change randomly day by day, so what was fine and dandy last year, may not be true six months later.
