This is the clarification  about Drone Registration and reference

After that , new difficulties to understand Where you can fly or not !!!

I provide the list of Restricted areas as per the Law This list is not exhaustive

only to shown the first approach of AIP Map provided by AIS/CAAT

The first part is explanation Why CAAT request All drones equipped with Camera must be registered

included -2kg !!! no exception !!!!

 

Only Drone without camera and weight less-2Kg do not need CAAT record but need Radio registration to NBTC as per the law

CAAT Do not need to amend the Act BE 2558 Announcement regulation !!!! because Ministry have the power by

Article 23 and 24 of the Air Navigation Act B.E. 2497 amended 2015 !
What is wrote in the Act ?
Section 23.of the Air Navigation Act B.E. 2497 No person shall use a photograph apparatus in or from an Aircraft by any means whatsoever unless written permission has been obtained from the Competent Official.

Section 24. of the Air Navigation Act B.E. 2497 No person shall control or release a pilot-less Aircraft or release a Parachute unless written permission has been obtained from the Minister and the conditions specified by the Minister are complied with.


It is Why CAAT request all drone with camera must be registered Included Class 1A (-2kg)

Drones weighing more than 2 kg must be registered in all cases.
Drones weighing more than 25 kg must be approved by the Minister of Transport.

 

The simple conclusion is that the weight is no more than 2 kg. Used for hobbies No registration required. But if the camera is installed must register all cases. If there is no camera, but weigh between 2 – 25 kg, must register. The case weighs 25 kg or more. Must be approved by the Minister of Transport.

About Camera not mentioned in Act BE 2558 (AD 2015)

 

Concerning NBTC registration it is fully different All Drones or devices (with or without camera ) shall be register by possessor as per Section 23 of the Radio Communications Act, BE 2498 ( Do not need to fly !!! ) if you are possessor shall be done by NBTC office or Police station Chanel )
If you want to fly with camera with Drone 1A ( -2k) you have to record to CAAT !!!!!!

 

Note that NBTC do not have power and do not give any permission to Fly only to have Radio but if your drone 1A (-2k) do not have camera you have the permission to fly without record CAAT as per Act BE 2558 (AD 2015)

 

If you record your Drone to CAAT you do not need to record again to NBTC !!! ( confirmed by Caat)

 

The last point shall be considered is AIP ENR 5.1 !!!!
As per Act BE 2558
Article 5 (2) b must not fly into restricted area, limited area and dangerous area
announced in Aeronautical Information Publication – Thailand or AIP- Thailand and also at
government buildings and hospitals unless permission is given.;

AIS/CAAT Authority have give us Instructions and AIP Map to check where you can flight !!!

    Be car !! some Island, Bond, beach and National Park  are under restriction !!!! ( the list is not exhaustive)
