Health ministry blames irresponsible owners of cats and dogs for the spread of rabies

The Ministry of Public Health yesterday blamed the spread of rabies in the country on irresponsible pet owners and called on the state to have a law to tax, penalise those who don’t take care but abandon unwanted cats and dogs.

 

Dr Jessada Chokdamrongsook, the ministry’s permanent sectetary, dismissed earlier reports suggesting substandard vaccines 

He said all the substandard vaccines had been destroyed.Instead he said the spread was caused by the negligence of the pet owners.

 

He said there are about 10 million cats and dogs and they were the cause of the spread because of the irresponsible owners.

Finally, is that a bit of common sense I detect?

the best way would be to simply sterilise every stray dog and cat and any that owners are prepared to contribute to the cost of the service to eliminate the excessive amount of Soi dogs everywhere in this country , the passing of a law to make it mandatory could help the cause as well .

The trouble is that now probably more than 80 percent of the strays in Bangkok or other large towns and cities never had an owner. They were born on the street. So while penalizing pet owners may reduce the number of pets being dumped, it does not address the matter of the existing strays.

The real problem is the unwillingness to cull the present stray population...

How many people will have to die before authorities realize, that there is only one (final) solution to the problem...?

Embarrassing but not at all surprising.

As cute and cuddly as SOME of the strays are, they are a menace for a whole host of reasons. Some of them look in an utterly atrocious condition and are likely to have multiple diseases.

 

It's simply unacceptable for the authorities to shift the blame here, as the authority in charge it is THEIR job to ensure regulations are clear, followed and enforceable.

 

The soi dog problem in Thailand really is a blight on the country, and is undoubtedly the sort of thing that will keep the high roller tourists that are so keenly sought well away from the country

The 'blame' shifts every day....

 

It's not that hard to join forces with 'spaying and vaccinating' charities to reduce the possible (i.e. 'may' come into contact with humans) carriers.

They are looking for the easy way out as usual in Thailand when it is a known fact that the last few years there was not enough vaccine available.

Do you really believe this ?

Thainess at it's best - zero accountability, a million excuses and playing the blame game.

Throw 'Thai Buddhism' into the mix and we are left with ignorance, stupidity and idiotic beliefs.

 

 

And blaming is easy. Where is the fines? Where is the punishments for getting a dog or more, and let them run free in the streets? Blaming is easy, making something to stop it ain´t. There we are just to lazy, until we can put the blame on people.

If the Health Ministry would do their jobs, as it is expected from such institution, by collecting the data, analyzing and run statistic they would know there is something wrong long time before there was an outbreak of rabies. But in this society (of no pointing fingers) pointing fingers is the most common thing the bureaucrats resort to, a part from not taking any responsibility. Hypocrisy at its best. Again.

Soi/ beach dogs never had owners

 

Many people, perhaps the majority, all around the world, have a tendency towards "irresponsibility".

 

That is exacerbated if the State, as in this case, basically ignores their behaviour (and the application of law) unless they have said the wrong thing about a VIP, or seem to be upsetting the nice comfortable status quo of the rich and powerful.

 

"There are no such things as bad soldiers, only bad officers (generals?)"  seems especially apt.

Therefore he said he would like to propose the government to promulgate a law to tax and penalize irresponsible owners for the abandonment of unwanted pets.

Can someone please explain, how you prove who the owner was.

The problem Thai have is the same reason we have as to the problem and solution whether we like it or not?

As noted by one, the problem is that there are too many animals now running around. No one is going to claim the dog just like no one admits when someone is bitten by one so how do you fine owners if none admit to it.

The problem has to be address from the top and the bottom at the same time hopefully reduce the problem when the problem is in the middle.

Then someone said not enough vaccine that might be true but maybe just too many animals for the shortage of vaccine?

What really might be necessary is to start gathering them up and putting them to sleep put it all on their T.V. and let them know the truth as to why this is happening. Maybe make it against the law to sell without a license at markets animals, animals being sold now must all be fixed 10 years or until the number are reduced while coming up with a real solution through education.

Of course like everything else here, you can make a law come up with a solution but there will be no one to enforce!  So it will be back to square one for everyone here?

how does that help if people dont change their habits and will keep on dumping unwanted pets?

Problem solved, it was somebody else's fault!!

Such a law would be unenforceable. Apart from the problem of identifying the irresponsible owners, what about the thousands of strays?

 

Ah! Pass the buck. They just can't help themselves. The animals are feral (wild, not domesticated). The blame lies at the feet of local authorities for not dealing with the problem.
