Actually what the constitution says under Section 258, A. Politics, subpart 1 (abbreviated for relevant clause):

"Ensure that people have an accurate knowledge and understanding of the democratic regime of government with the King as Head of the State, …. and exercise their voting right in an election and a public referendum freely without influence by any means."

That seems to include Thais themselves.

That's not to say "outsiders" are specifically excluded in one of the organic laws passed by Prayut's NLA - but I haven't seen such reference in any published articles nor find in any cursory research such reference. "Outsiders" may be more a political (and perhaps biased) interpretation of the constitution.

Frankly, I'd designate the Royal Thai Military as an outsider as they seem to act outside the boundaries of the constitution.
